CODE: C TYPE **M&C 24- LOG NAME: 1073 14ENGINEERING RECRUITING CONSENT PUBLIC NO HEARING: SUBJECT: (ALL) Authorize Execution of an Agreement with Frame Light Group Ltd. dba Moonrise for a Total Annual Amount of Up to $250,000.00 and Authorize Four One-Year Renewal Options for Engineering Recruitment Placement Services for the Human Resources Department I��IW►�i1=1►1�7_��[�1� It is recommended that the City Council authorize execution of an agreement with Frame Light Group Ltd. dba Moonrise for a total annual amount of up to $250,000.00 and authorize four one-year renewal options for engineering recruitment placement services for the Human Resources Department DISCUSSION: The City of Fort Worth has previously engaged with Frame Light Group Ltd. dba Moonrise in the recruitment of professional engineers for hard-to-fill positions within the Water Department. Moonrise has had success recruiting engineers for critical roles within the Water Department and has a recruitment strategy that allows for sourcing of ideal candidates from niche markets. The Human Resources Department would like to continue working with Moonrise so that the vendor can provide recruitment services for additional positions that may arise within the Water, Development Services, and Transportation and Public Works departments over the next five years. This M&C would authorize an agreement for an annual amount of up to $250,000.00. This agreement would be on an "as needed basis" and participating departments could collectively spend up to the annual amount of $250,000.00 in a given year, if funding is available. A Request For Proposal was not required for this contract as the Human Resources Office requested and received a Chapter 252 Exemption from the Legal Department under the professional service exemption. DVIN-BE: This project was approved for a waiver per the Chapter 252 exemption under the professional service exemption by the Legal Department. Therefore, the business equity goal requirement is not applicable. TERM - This Agreement shall be effective upon execution and shall remain in effect for one year from the date of execution. RENEWALS - This Agreement may be renewed at the City's option for four consecutive terms of one year each. This action does not require specific City Council approval provided that sufficient funds have been appropriated during the renewal terms. The pricing during any renewal term shall not exceed the previous year's pricing. Funding is budgeted in the Other Contractual Services accounts within the participating departments Operating Funds, as appropriated.
