HomeMy WebLinkAbout28147-12-2025 - City Council - OrdinanceOrdinance No. 28147-12-2025 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE MUNICIPAL AIRPORT GRANTS FEDERAL FUND, IN AN AMOUNT UP TO $277,778.00, SUBJECT TO THE RECEIPT OF THE GRANT, FOR THE PURPOSE OF FUNDING AIRPORT JOINT RESEAL AND PAVEMENT IMPROVEMENTS, A PAVEMENT MANAGEMENT REPORT AND THE EXTENSION OF TAXIWAY PAPA AT PEROT FIELD FORT WORTH ALLIANCE AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE; MAILING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Municipal Airport Grants Federal Fund, in an amount up to $277,778.00, subject to the receipt of the grant, for the purpose of funding airport joint reseal and pavement improvements, a pavement management report and the extension of Taxiway Papa at Perot Field Fort Worth Alliance Airport. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. DISCUSSION: The Aviation Department is seeking City Council approval to apply for and accept up to an additional $250,000.00 from the Fiscal Year 2025 (FY25) Cargo Entitlement Airport Improvement Program grant (Grant) from the Federal Aviation Administration (FAA) for Perot Field Fort Worth Alliance Airport (Airport). On November 19, 2024, Mayor and Council Communication (M&C) 24-1015 authorized application for and acceptance of the grant for an amount up to $1,500,000.00. It also authorized the use of land credits in an amount up to $166,667.00 for the City's match, for a total amount not to exceed $1,666,667.00. Each year, the Airport is eligible to receive this Grant based on the amount of cargo activity from the previous calendar year. These amounts were higher than anticipated, and as a result, the Airport is set to receive a greater amount of funding than expected at the time the M&C was written. The anticipated additional funding is an amount not to exceed $250,000.00. The Grant will be used for, but not limited to, Airport joint reseal and pavement repairs (Joint Reseal and Pavement Repair project), a Pavement Management Report, and the continued extension of Taxiway Papa (Taxiway Papa Extension). The Joint Reseal and Pavement Repair project will consist of resealing joints, miscellaneous pavement repairs and application of new pavement markings at the Airport (see attached map). The concrete pavement joints have reached the end of their service life, and the improvements to the joints and repairs of the concrete will mitigate stormwater run-off from entering the pavement, prolonging the life of the concrete. The Joint Reseal and Pavement Repair project will be broken into multiple phases dependent on funding. Phase I has been completed, with Phase II expected to begin after receipt of the Grant. The Pavement Management Report will consist of performing a pavement condition evaluation to assess the current condition of the pavement at the Airport (see attached map), helping prioritize maintenance and rehabilitation needs to extend the pavement service life. Along with the pavement evaluation, the Pavement Management Report will consist of a Pavement Condition Index (PCI) inspection and update, pavement data analysis, and a final report with a summary of the findings, maintenance recommendations, and the estimated cost of repairs. The Taxiway Papa Extension will be broken into multiple phases dependent on funding and will consist of extending Taxiway Papa to the north on the west side of the Airport (see attached map). Phases I, II and III have all been completed. The next phase will consist of the relocation of the vehicle service road and security fence. Both the fence and the road currently reside in the Runway Safety Area (RSA) of Runway 16R-34L, which poses an operational safety issue. Phases IV and V will continue after relocation of the fence and road. Existing land credits remaining from land donations at the Airport will be used for the City's in -kind match in an amount up to $27,778.00. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Federal Aviation Administration FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, in the Muni Airport Grants Federal Fund. The Aviation Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Aviation Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
