HomeMy WebLinkAbout6234-01-2026 - City Council - ResolutionA Resolution NO.6234-01-2026 AUTHORIZE APPLICATION FOR AND ACCEPTANCE, IF AWARDED, OF FISCAL YEAR 2026 GRANT FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION, BULLET -RESISTANT COMPONENTS FOR LAW ENFORCEMENT VEHICLES GRANT, NUMBER 5645101, AND MAKE ASSURANCES REQUIRED BY THE OFFICE OF THE GOVERNOR WHEREAS, the Office of the Governor funds law enforcement grant projects throughout the state; and WHEREAS, November 20, 2025 is the deadline to submit applications for Fiscal Year 2026 for the Bullet -Resistant Components for Law Enforcement Vehicles Grant; and WHEREAS, the City Council of the City of Fort Worth finds that it is in the best interest of the citizens of Fort Worth to utilize grant funds from the Office of the Governor for the Fort Worth Police Department in accordance with the permitted uses of the funds under the respective grant; and WHEREAS, the Office of the Governor grant requirements include authorization of application by the governing body of the applicant and passage of a Resolution by the City Council containing certain assurances; and WHEREAS, further council action will be required for the appropriation of funds for these grants at a later date. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT: 1. The City Council authorizes application for, and acceptance, if awarded, of the following Fiscal Year 2026 grant from Office of the Governor, Criminal Justice Division; 2. The City Council designates the City Manager, through the Assistant City Manager William Johnson, for Police, to apply for, accept, reject, alter or terminate each listed grant on behalf of the City; 3. If matching funds are required, the City assures that all matching funds will be provided; and 4. In the event of loss or misuse of the Office of the Governor grant funds, the City assures that the funds will be returned to the Office of the Governor in full. Ratify the application for, and authorize acceptance of, if awarded, the Office of the Governor, Public Safety Office, Criminal Justice Division, Fiscal Year 2026 Bullet -Resistant Components for Law Enforcement Vehicles Grant in an amount up to $1,200,000.00; 2. Authorize the execution of a grant agreement with the Office of the Governor, Public Safety Office, Criminal Justice Division; 3. Adopt the attached Resolution for acceptance of grant funds in an amount up to $1,200,000.00 and to make assurances as required by the Bullet -Resistant Components for Law Enforcement Vehicles Grant; and 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating State Fund, subject to receipt of the grant, in an amount up to $1,200,000.00, for the purpose of funding costs associated with the purchase of Bullet -Resistant Components for Law Enforcement Vehicles Grant. DISCUSSION: The Fort Worth Police Department has submitted application for the Office of the Governor, Public Safety Office, Criminal Justice Division Fiscal Year 2026 Bullet -Resistant Components for Law Enforcement Vehicles Grant in an amount up to $1,200,000.00 for costs associated with the purchase of bullet -resistant vehicle glass and door components. The State of Texas is working to ensure law enforcement safety across the state. These new funds will give law enforcement officers expanded access to critical protective equipment. If awarded, the allowable use of funds are limited to the purchase of bullet -resistant vehicle glass and door panels compliant with the National Institute of Justice (NIJ) Level IIIA or higher. The bullet -resistant vehicle components grant will equip approximately 100 fleet police vehicles, and 17 vehicles for the Fort Worth Police Special Weapons and Tactics (SWAT) Team. Matching funds are not required under the grant program. Indirect costs are unallowable for this grant program. This is a reimbursement grant. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: State of Texas FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating State Fund. The Police Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Police Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
