AUTHORIZE APPLICATION FOR AND ACCEPTANCE, IF AWARDED, OF FISCAL YEAR 2027
GRANT FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE
DIVISION, SEXUAL ASSAULT EVIDENCE TESTING GRANT PROGRAM, AND MAKE
ASSURANCES REQUIRED BY THE OFFICE OF THE GOVERNOR
WHEREAS, the Office of the Governor funds law enforcement grant projects throughout the state; and
WHEREAS, February 12, 2026 is the deadline to submit application for Fiscal Year 2027 for the Sexual
Assault Evidence Testing Grant Program; and
WHEREAS, the City Council of the City of Fort Worth finds that it is in the best interest of the citizens of
Fort Worth to utilize grant funds from the Office of the Governor for the Fort Worth Police Department in
accordance with the permitted uses of the funds under the respective grant; and
WHEREAS, the Office of the Governor grant requirements include authorization of application by the
governing body of the applicant and passage of a Resolution by the City Council containing certain assurances; and
WHEREAS, further council action will be required for the appropriation of funds for these grants at a later
date.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS, THAT:
1. The City Council authorizes applications for, and acceptance, if awarded, of the following Fiscal Year 2027
grant from the Office of the Governor, Criminal Justice Division, Texas General Appropriations Act;
2. The City Council designates the City Manager, through the Assistant City Manager for Police, William
Johnson, to apply for, accept, reject, alter, or terminate each listed grant on behalf of the City;
3. The City Council designates the Financial Officer, Catherine Perry, to submit financial reports for
reimbursement for each listed grant on behalf of the City;
4. If matching funds are required, the City assures that all matching funds will be provided; and
5. In the event of loss or misuse of the Office of the Governor grant funds, the City assures that the funds will
be returned to the Office of the Governor in full.

Processing of Sexual Assault Evidence Collection Kits, Authorize Execution of Related Grant Agreement with the Office of the Texas Governor,
Public Safety Office, Adopt Resolution, and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize application for, and authorize acceptance of, if awarded, the Sexual Assault Evidence Testing Grant Program, from the Office of
the Texas Governor, Public Safety Office, Fiscal Year 2027 in an amount up to $400,000.00;
2. Authorize the execution of a related grant agreement with the Office of the Texas Governor, Public Safety Office;
3. Adopt the attached Resolution for acceptance of grant funds in an amount up to $400,000.00 and to make assurances as required by the
Fiscal Year 2027 Public Safety Office Grant Program; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating State Fund, in an
amount up to $400,000.00, subject to receipt of the grant, for the purpose of funding the contractual services for the screening and/or
processing of sexual assault evidence collection kits.
DISCUSSION:
February 12, 2026 is the submission deadline for the Office of the Texas Governor (OOG), Public Safety Office (PSO), Fiscal Year(FY) 2027
Sexual Assault Evidence Testing Grant Program (SAK-ET) application. An executed Resolution must be submitted with the application for the
application to be considered completed and eligible for funding.
The purpose of the FY2027 OOG, PSO, SAK-ET Grant Program is to solicit applications from law enforcement agencies for costs associated with
the forensic analysis of physical evidence in relation to sexual assault or other sex offenses. The goal and allowable uses of funds are limited to
the screening, processing, testing, and/or entering relevant information into Combined DNA Index Sytem (CODIS) for Sexual Assault Evidence
Collection Kits (SAK):
1. Overtime or temporary/contract workers who screen and/or process SAKs;
2. Contractual services for the screening and/or processing of SAKs (originating lab is required to submit all DNA profiles into CODIS);
3. Supplies and equipment used in the screening and/or processing of SAKs; and
4. Salaries and benefits for workers who screen and/or process SAKs.
If awarded, the Fort Worth Crime Lab will apply for program funding in an amount up to $400,000.00 for contractual services for the screening
and/or processing of SAKs and submitting of all DNA profiles into CODIS in an effort to meet the requirements of the Texas House Bill 8(HB8)
requiring processing of SAKs within 90 days of the Detective submitting a request to the Crime Lab.
No salaries are being charged to this grant, and therefore indirect cost recovery does not apply. The Grant Application Repository number for
tracking purposes is GRNT-APPL-0000000166.
Matching funds are not required under the grant. The funding type is reimbursable.
The grant will serve ALL COUNCIL DISTRICTS.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Office
of the Texas Govemor
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating State Fund. The Police Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the
Police Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
