AUTHORIZE APPLICATION FOR AND ACCEPTANCE, IF AWARDED, OF FISCAL YEAR 2027
GRANT FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, PUBLIC SAFTY OFFICE,
CRIMINAL JUSTICE GRANT PROGRAM, AND MAKE ASSURANCES REQUIRED BY THE
OFFICE OF THE GOVERNOR
WHEREAS, the Office of the Governor funds law enforcement grant projects throughout the state; and
WHEREAS, February 12, 2026 is the deadline to submit application for Fiscal Year 2027 for the Criminal
Justice Grant Program; and
WHEREAS, the City Council of the City of Fort Worth finds that it is in the best interest of the citizens of
Fort Worth to utilize grant funds from the Office of the Governor for the Fort Worth Police Department in
accordance with the permitted uses of the funds under the respective grant; and
WHEREAS, the Office of the Governor grant requirements include authorization of application by the
governing body of the applicant and passage of a Resolution by the City Council containing certain assurances; and
WHEREAS, further council action will be required for the appropriation of funds for these grants at a later
date.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS, THAT:
1. The City Council authorizes applications for, and acceptance, if awarded, of the following Fiscal Year 2027
grant from the Office of the Governor, Public Safety Office, Criminal Justice Assistance Grant Program;
2. The City Council designates the City Manager, through the Assistant City Manager for Police, William
Johnson, to apply for, accept, reject, alter, or terminate each listed grant on behalf of the City;
3. The City Council designates the Financial Officer, Catherine Perry, to submit financial reports for
reimbursement for each listed grant on behalf of the City;
4. If matching funds are required, the City assures that all matching funds will be provided; and
5. In the event of loss or misuse of the Office of the Governor grant funds, the City assures that the funds will
be returned to the Office of the Governor in full.

Department of Justice, Bureau of Justice Assistance, Passed-Through the Office of the Texas Governor, Public Safety Office to Occur in Fiscal
Year 2027 in an Amount Up to $125,000.00 for Costs Associated with Replacing Workstations and/or Cubicles, Authorize Execution of Related
Grant Agreement with the Office of the Texas Governor, Public Safety Office, Adopt Resolution, and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize application for, and authorize acceptance of, if awarded, the Criminal Justice Grant Program from the United States Department of
Justice, Bureau of Justice Assistance, Passed-through the Office of the Texas Governor, Public Safety Office, Fiscal Year 2027 in an amount
up to $125,000.00;
2. Authorize the execution of a related grant agreement with the Office of the Texas Governor, Public Safety Office;
3. Adopt the attached Resolution for acceptance of grant funds in an amount up to $125,000.00 and to make assurances as required by the
Fiscal Year 2027 Public Safety Office Grant Program; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in an
amount up to $125,000.00 subject to award and receipt of the grant, for the purpose of funding costs associated with the replacement of
workstations and/or cubicles in an effort to maximize administrative efficiency.
DISCUSSION:
February 12, 2026 is the submission deadline for the Office of the Texas Governor (OOG), Public Safety Office (PSO), Fiscal Year (FY) 2027
Criminal Justice Grant Program (JAG) application. An executed Resolution must be submitted with the application for the application to be
considered completed and eligible for funding.
The purpose of the FY 2027 OOG, PSO, JAG Grant is to solicit applications for projects that promote public safety, reduce crime, and improve the
criminal justice system and provide additional personnel, equipment, supplies, contractual support, training, technical assistance, and information
systems for criminal justice purposes, including supporting the professional, respected law enforcement system with specialized resources that
are adaptive and flexible to ever-changing crimes and situations.
If awarded, the Narcotics Unit will use these funds to replace their current un-reusable, damaged workstations and/or cubicles with new, more
functional workstations and/or cubicles in an effort to maximize their administrative operations. The grant period for this Award is from 10/01/2026
to 09/30/2027.
No salaries are being charged to this grant, and therefore indirect cost recovery does not apply.
Matching funds are not required under the grant. The funding type is reimbursable. The Grant Application Repository number for tracking purposes
is GRNT-APPL-0000000167.
The grant will serve ALL COUNCIL DISTRICTS.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Office
of the Texas Govemor
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Police Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the
Police Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
