HomeMy WebLinkAbout6248-01-2026 - City Council - ResolutionA Resolution AUTHORIZE APPLICATION FOR AND ACCEPTANCE, IF AWARDED, OF FISCAL YEAR 2027 PEACE OFFICERS MENTAL HEALTH GRANT 5350702 FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION, AND MAKE ASSURANCES REQUIRED BY THE OFFICE OF THE GOVERNOR WHEREAS, the Office of the Governor funds law enforcement grant projects throughout the state; and WHEREAS, February 12, 2026 is the deadline to submit application for Fiscal Year 2027 for the Peace Officers Mental Health Grant; and WHEREAS, the City Council of the City of Fort Worth finds that it is in the best interest of the citizens of Fort Worth to utilize grant funds from the Office of the Governor for the Fort Worth Police Department in accordance with the permitted uses of the funds under the respective grant; and WHEREAS, the Office of the Governor grant requirements include authorization of application by the governing body of the applicant and passage of a Resolution by the City Council containing certain assurances; and WHEREAS, further council action will be required for the appropriation of funds for these grants at a later date. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT: 1. The City Council authorizes applications for, and acceptance, if awarded, of the following Fiscal Year 2027 Peace Officers Mental Health grant from the Office of the Governor, Criminal Justice Division; 2. The City Council designates the City Manager, through the Assistant City Manager for Police, William Johnson, to apply for, accept, reject, alter, or terminate each listed grant on behalf of the City; 3. The City Council designates the Financial Officer, Catherine Perry, to submit financial reports for reimbursement for each listed grant on behalf of the City; 4. If matching funds are required, the City assures that all matching funds will be provided; and 5. In the event of loss or misuse of the Office of the Governor grant funds, the City assures that the funds will be returned to the Office of the Governor in full. day of , 2026. Authorize Application for, and acceptance of, if awarded, the Fiscal Year 2027 Peace Officers Mental Health Grant from the Office of the Governor, Criminal Justice Division, in an amount up to $250,000.00; 2. Authorize the execution of a grant agreement with the Office of the Governor, Criminal Justice Division, for the Fiscal Year 2027 Peace Officers Mental Health Grant; 3. Adopt the attached resolution to make assurances as required by the State of Texas, Office of the Governor, Criminal Justice Division; 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating State Fund, in an amount up to $250,000.00, subject to receipt of the grant, for the purpose of funding the Fiscal Year 2027 Peace Officers Mental Health Grant. DISCUSSION: The purpose of the Office of the Governor (OOG), Criminal Justice Division, Peace Officers Mental Health Program is to provide services and assistance directly to officers and first responders to address direct and indirect trauma that occurs in the course of their normal duties either as the result of the commission of crimes by other persons or in response to an emergency. The OOG Office seeks to support projects that allow for the identification and expansion of promising practices that follow the principles of quality-driven, evidence-based, accessible, and memorable support services. The objectives of the program are to: • Provide a confidential, specialized, evidence-based approach to treating and reducing stress for officers and first responders • Improve coping mechanisms/strategies • Increase morale and productivity • Reduce the stigma associated with seeking help by providing safe, effective, and confidential services. The City of Fort Worth Police Department would like to continue to bolster and strengthen the departmenYs Wellness and Resiliency program to generate awareness and serve as a symbol to end the stigma associated with seeking help. Service providers are selected based on their understanding of the unique challenges police officers and first responders face serving the community. The funding from this grant will provide for up to 1600 counseling sessions. Indirect costs are allowed and will be accepted at our allowable rate of 3.51 % at an estimated amount of $8,785.00. Match is not required for this grant. This is a reimbursement grant. The Grant Tracking Application Number is GRNT-APPL-0000000172. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: State of Texas FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating State Fund. The Police Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Police Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
