SUBJECT: CITY COUNCIL PRIORITIES AND GOALS — NEXT STEPS
The purpose of this Informal Report is to provide the Mayor and Council with a summary of feedback
received at the December 19, 2025 City Council Retreat regarding Council Priorities, describe FWLab's
FWSTAT-led deployment across departments, and present the recommended annual reporting cadence
and three-year cycle for updating the priorities and goals.
Background
On June 11, 2024, the City Council adopted Resolution No. 5962-06-2024, establishing strategic priorities
and goals for the City of Fort Worth and incorporating them into the City's Comprehensive Plan. The five
strategic priorities are: Economic Development, Community Investment, Community Safety,
Infrastructure, and Responsible Growth. Council also adopted 21 associated goals that collectively
articulate a common vision for the City's future.
Deployment (FWLab/FWStat)
The FWLab was assigned the deployment of the Council Priorities and Goals. To ensure alignment, the
FWLab implemented a program called FWStat, requiring each department to maintain a department -level
strategic plan. These plans identify actions and metrics that directly impact completion of the Council's
priorities and goals. Ongoing performance reviews of these actions and metrics are completed through
FWStat sessions. To support transparency and public engagement, the City launched in January 2026 a
public -facing Council Priorities webpage at https://citvcouncilr)riorities.fortworthtexas.gov/, summarizing
the priorities, goals, and current status.
Status Summary
Departmental strategic plans are in place, and actions/metrics linked to the Council's priorities and goals
have been identified. A summary chart (below) summarizes the current status across the five priorities and
21 goals.

Recommendations
At the Council Retreat, staff presented a recommendation to change the cadence of review of the goals and
priorities. The current resolution states that Council will review the goals annually and the priorities every
two years. Since many of the goals are multi -year, large-scale efforts, staff recommended that goals and
priorities are revisited together every three to five years, and Council agreed to every three years. Staff will
prepare updated resolution language for adoption in the next few weeks. Staff will also continue to present
annually on implementation of the action items.
Next Steps
• Prepare and submit the new resolution adopting the annual reporting and three-year update cycle.
• Integrate the approved cadence into the City Council planning retreat schedule and departmental
FWSTAT Plans.
