With a quorum of the City Council Members present, Mayor Parker called the City
Council Regular Session of the Fort Worth City Council to order 2:51 p.m. on Tuesday,
January 27, 2026, in the City Council Chamber of the Fort Worth City Hall, 100 Fort

Campus" within the City of Fort Worth as "Henry's Animal Campus"
Council Member Hill recognized Berry Alexander on his retirement after serving the
City for 25 years in Fort Worth Animal Control.

ZONING HEARING
The Notice of Special Hearing set today as the date for the hearing in connection with
recommended changes and amendments to Zoning Ordinance No. 21653-02-2015 hearing
had been given by publication in the Fort Worth Star -Telegram, the official newspaper of
the City of Fort Worth, Monday, January 12, 2026.
Mayor Parker opened the public hearing.
1. ZC-25-158 (CD ALL) City of Fort Worth, Proliferating Uses Text Amendment, An
Ordinance Amending the Zoning Ordinance of the City of Fort Worth, being
Ordinance No. 21653, as amended, Codified as Appendix "A" of the Code of the City
of Fort Worth, by Amending Chapter 4, "District Regulations," Article 8,
"Nonresidential District Use Table," Section 4.803, "Nonresidential District Use
Table" and Article 12, "Form Based Code District Use Table," Section 4.1203
"District Use Table, to Add "Credit Access Business" as a New Use and Allow Such
Use in Certain Industrial, Commercial, and Form -Based Districts, to Remove "Liquor
or Package Stores" as a Permitted Use in Certain Commercial and Form -Based
Districts; Amending Chapter 5, "Supplemental Use Standards," Article I, "Standards
for Selected Uses," to Amend Section 5.152 "Retail Smoke Shop" to Add a Distance
Requirement For Retail Smoke Shops From Like Uses and Increase Existing Distance
From Certain Sensitive Uses and Add Additional Sensitive Uses; Adding New
Supplemental Use Sections To Chapter 5, "Supplemental Use Standards," Article I,
"Standards for Selected Uses" Titled "Liquor or Package Stores" and "Credit Access
Business" to Provide for Distance Requirements Between Like Uses; Amending
Chapter 9 "Definitions", Section 9.101 "Defined Terms" to Amend Definitions of
"Retail Smoke Shop" and "Restaurant" and Add Definitions for "Credit Access
Business", "Bar", and "Liquor or Package Stores" (Recommended for Denial by the
Zoning Commission)
Randy Bishop appeared before Council in opposition to ZC-25-158.
Austin Rankin appeared before Council in opposition to ZC-25-158.
Danielle Tucker appeared before Council in opposition to ZC-25-158.
Daniel Haas completed a comment card in support of ZC-25-158.

Motion: Council Member Beck made a motion, seconded by Council Member Hall,
that Zoning Docket ZC-25-158 be approved and Ordinance No.
28296-01-2026 be adopted. Motion passed 11-0.
There being no one else present desiring to be heard in connection with the recommended
changes and amendments pertaining to Zoning Ordinance No. 21653-02-2015 for the
above -listed cases, Council Member Beck made a motion, seconded by Council Member
Hall, that the hearing be closed. Motion passed 11-0.

B. General
1. M&C 26-0065 (ALL) Adopt Resolution Authorizing the City Attorney to Join the
City of Aledo in Filing Suit Against the City of Willow Park in District Court in
Parker County, Texas for Illegal Annexation
Motion: Council Member Crain made a motion, seconded by Mayor Pro tem
Flores, that M&C 26-0065 be approved and Resolution No.
6254-01-2026 be adopted. Motion passed 11-0.

Deloris Phillips completed a speaker card in regards to retaliatory obstruction of
justice with stolen exhibits from Del DeHay Library and conservative, premeditated
eviction/writ of possession (2025-005723) and was recognized by Mayor Parker
but was not present in the Council Chamber.
Jon Frost, representing Pecan Valley Sr. Men's Golf Association, completed a
speaker card relative to additional fee at golf course for a group of 40 or more and
was recognized by Mayor Parker but was not present in the Council Chamber.
James Smith completed a speaker card relative to Atatiana Jefferson and was
recognized by Mayor Parker but was not present in the Council Chamber.
Adrian Smith appeared before Council relative to boa.
