1. Call to Order - Mattie Parker, Mayor
With a quorum of the City Council Members present, Mayor Parker called the City
Council Special Called Meeting City Council Workshop on the 2026 Bond Program to
order 1:34 p.m. on Tuesday, January 13, 2026, in the City Council Chamber of the Fort
Worth City Hall, 100 Fort Worth Trail, Fort Worth, Texas.
2. Opening Remarks - Jay Chapa, City Manager
Opening remarks were made by Jay Chapa, City Manager.
3. Discussion on 2026 Bond Program - Christianne Simmons, Chief
Transformation Officer
Presentation was made by Christianne Simmons, Chief Transformation Officer and April
Rose Escamila, FWLab.

Council Members had the following topics for follow-up from their discussion:
• Council Member Nettles recommended adding an additional five to ten
million into affordable housing.
• Council Member Beck supported that recommendation but also requested
that the program be flexible to allow for more than sing -family.
• Council Member Peoples supported adding funding to affordable housing.
• Council Member Beck asked if the City had more bond capacity that would
allow the overall amount to be increased.
• Council Member Hall supported adding funding to affordable housing.
• Council Member Martinez supported adding funding to affordable housing
preferably through increased bond capacity and also requested a list of items
that would be impacted if funding for open space was reduced.
• Council Member Lauersdorf supported adding funding for road and
infrastructure needs.
• Council Member Crain supported increases in affordable housing but
requested details on who would be eligible for the affordable housing.
• Council Member Flores would support additional affordable housing, but it
would depend on capacity.
• Council Member Hill requested information on the percentage of funds
allocated to Public Art and if some of that could be reallocated.
4. Closing Comments - Mattie Parker, Mayor
Mayor Parker summarized the items for staff:
• Request staff review current bond capacity to determine if the amount could
be increased without impacting the tax rate.
• Request a review and discussion on the current requirements of the Public
Art Ordinance including possible amendments to the ordinance.
• Provide Council with more details on areas like Open Space and what
projects would be impacted if fronds are moved around between items.
• For the housing bond funding ensure it is written to be flexible to allow for
more than just single-family home ownership.
• Provide recommendations on who would qualify for the affordable housing
bond program funding.
