Goodall, City Secretary With a quorum of the City Council Members present, Mayor Parker called the City Council Work Session of the Fort Worth City Council to order at 12:03 p.m. on Tuesday, January 27, 2026, in the City Council Work Session Room the Fort Worth City Hall, 100 Fort Worth Trail, Fort Worth, Texas. 1. Report of the City Manager - Jesus "Jay" Chapa, City Manager a. Upcoming and Recent Events City Manager Chapa called on Sonny Saxton to provide an update on the winter storm. b. Informal Reports 26-0015 Duty Hours of Neighborhood 1`61ice Officers (NPOs) - Stefanie Ricks, Police Deputy Chief • Stefanie Ricks, Police Deputy thief provided a brief summary of the Informal Report. 26-0016 Notifications for Filming and Street Closures - Michelle Gutt, Communication and Public Engagement Community Services Manager • Council Member Beck had the following recommendations. o Implement a 72-hour notification communication using dynamic message boards. o Implement a program to help limit the length of time the street is closed at a time to balance the filming requirements and the needs of the residents. • Council Member Crain requested information on the current notification process. 26-0017 Panther Island Regulations Update - Dana Burghdoff, Assistant City Manager • Mayor Pro Tem Flores requested a brief update by Dana Burghdoff, Assistant City Manager. 26-0018 Solid Waste Long -Range Strategy - Cody Whittenburg, Environmental Services Director 26-0019 Waste Management Service Levels for Residential Solid Waste Collection - Cody Whittenburg, Environmental Services Director City of Fort Worth Page 2 Printed on M812026 CITY OF FORT WORTH, TEXAS CITY COUNCIL WORKSESSION MEETING TUESDAY, JANUARY 27, 2026 Page 3 of 4 • Council Members Lauersdorf and Hall thanked staff for the flexibility with providing additional trash pickup resulting to cancelled service because of the winter storm. 2. Presentation on Stellar Energy Americas Economic Development Program Agreement — Cherie Gordon, Economic Development Coordinator Presentation was provided by Cherie Gordon, Economic Development Coordinator. 5. Finalization of Proposed 2026 Bond Program - Christianne Simmons, FWLab Chief Transformation Officer Presentation was made by April Rose Escamila, FWLab. 6. City Council Requests for Future Agenda Items and/or Reports • Council Member Hall A report on cardiac arrest performance measures and potential solutions to improve success rate. • Council Member Crain A report on mental health programs offered to Police Officers and Fire Fighters including use of time. • Council Member Beck A report on preventive methods used by Fort Worth Police to reduce drunk driving. • Council Member Lauersdorf A report on use of sick leave by first responders when claims are denied or delayed and what extension requests can be approved by Council. • Council Member Crain A report on which positions are subject to drug testing including if they are mandatory or voluntary.
