BOAZ PARK PROJECT (CITY PROJECT NO. 101768); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Donations LTD Fund in the amount of $12,000.00 from available special donations revenue funds for the purpose of funding the North Z. Boaz Park project (City Project No. 101768). SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. 6�x0�III [a]ZI" That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Boaz Park, Adopt Appropriation Ordinance, and Amend the Fiscal Years 2026-2030 Capital Improvement Program RECOMMENDATION: It is recommended that the City Council: 1. Accept a donation of $12,000.00 from the Fort Worth Mountain Bikers' Association for improvements at North Z. Boaz Park; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Special Donations LTD Fund in the amount of $12,000.00 from available special donations revenue funds for the purpose of funding the North Z. Boaz Park project (City Project No. 101768); and 3. Amend the Fiscal Years 2026-2030 Capital Improvement Program. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to accept a $12,000.00 donation from Fort Worth Mountain Bikers' Association (FWMBA) for improvements at North Z. Boaz Park. The FWMBA is a non-profit organization consisting entirely of volunteers. Their mission is to advocate for, construct, and sustain mountain bike trails in the City of Fort Worth and the surrounding area. FWMBA, through an Adopt -A -Park Agreement has successfully developed mountain bike trail complexes in three different Fort Worth parks: Gateway, Marion Sansom, and North Z. Boaz parks. All mountain bike trails in these three parks were designed, built, and maintained by FWMBA's members, supporters, and volunteers. In April 2023, the FWMBA designed and constructed a four -mile mountain bike trail at North Z. Boaz Park, in alignment with the park master plan. FWMBA has donated $12,000.00 for the installation of security lights in the mountain bike trail area. The proposed lighting improvements will enhance security in the park. Appropriation of these funds will amend the Fiscal Years 2026-2030 Capital Improvement Program (CIP) as approved in connection with Ordinance 27979-09-2025. Donations are not included in the CIP. Funding is available for appropriation within the Special Donations LTD Fund for the purpose of funding the North Z. Boaz Park project. North Z. Boaz Park is located in COUNCIL DISTRICT 3. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are currently available in the North Z Boaz Park project within the Special Donations Cap Projects Fund, and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available as appropriated to support the installation of the security lighting. Prior to an expenditure being incurred, the Park & Recreation Department has the responsibility of verifying the availability of funds.
