AN ORDINANCE ADJUSTING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
STORMWATER CAPITAL PROJECTS FUND, BY INCREASING ESTIMATED RECEIPTS
AND APPROPRIATIONS IN THE DRAINAGE IMPROVEMENT PROGRAMMABLE PROJECT
(CITY PROJECT NO. P00043) IN THE AMOUNT OF $1,000,000.00 AND DECREASING
ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE FLOODING ASSESSMENTS
PROGRAMMABLE PROJECT (CITY PROJECT NO. P00046) BY THE SAME AMOUNT, TO
SUPPORT AND ADVANCE DRAINAGE IMPROVEMENT ACTIVITIES, AS NEEDED, FOR THE
VARIOUS STORMWATER CAPITAL PROJECTS CITYWIDE; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That the budget of the City of Fort Worth for Fiscal Year 2025-2026, as enacted by Ordinance
27979-09-2025, as amended, is hereby further amended to make the following adjustments to estimated
receipts and appropriations in the Stormwater Capital Projects Fund, by increasing estimated receipts and
appropriations in the Drainage Improvement programmable project (City Project No. P00043) in the amount
of $1,000,000.00 and decreasing estimated receipts and appropriations in the Flooding Assessments
programmable project
(City Project No. P00046) by the same amount, to support and advance drainage improvement activities, as
needed, for the various stormwater capital projects citywide.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.

That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

of $1,000,000.00 for the Purpose of Funding the Drainage Improvement Programmable Project to Support and Advance Drainage Improvement
Activities for Various Stormwater Capital Projects Citywide and Amend the Fiscal Years 2026-2030 Capital Improvement Program
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the Stormwater Capital Projects Fund, by
increasing estimated receipts and appropriations in the Drainage Improvement programmable project (City Project No. P00043) in the
amount of $1,000,000.00 and decreasing estimated receipts and appropriations in the Flooding Assessments programmable project (City
Project No. P00046) by the same amount, to support and advance drainage improvement activities for the various stormwater capital
projects citywide; and
2. Amend the Fiscal Years 2026 - 2030 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to provide additional funding for the Drainage Improvement programmable
project (City Project No. P00043). This capital improvement project funds small-scale reactive drainage improvement efforts, such as easement
acquisition, responding to emergencies such as sinkholes, and minor infrastructure upgrades. Many of the projects are the result of concerns that
arise as a result of rain events and resident concerns. The funding from this project also contributes to partnership projects, such as street
improvement projects, by supporting stormwater work in the vicinity of the street project, necessary to maintain the integrity of the storm drain
system and/or improve maintenance of the drainage system. Due to increased reactive project needs and higher project costs, additional funding
is required to tackle high priority reactive needs.
Funding is currently available within the Flooding Assessments programmable project (City Project No. P00046). This project supports citywide
planning, prioritization, and flooding assessments under the Stormwater Management Program and applies a data -driven, risk -based asset
management approach to identify, evaluate, and prioritize stormwater system needs. The Flooding Assessments programmable project receives
annual funding through the Capital Improvement Plan (CIP) process, and all current initiatives are fully funded at this time. Approval of this M&C will
authorize the transfer of $1,000,000.00 in available funding from the Flooding Assessments programmable project (City Project No. P00046) to
support and advance Drainage Improvement Project activities.
Funding for this project was not included in the Fiscal Years 2026-2030 because the reactive projects and funding needs were unknown at the time
of its development. The action in this M&C will amend the Fiscal Years 2026-2030 Capital Improvement Program as approved in connection with
Ordinance 27979-09-2025.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Flooding Assessments programmable project within the Stormwater
Capital Projects Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be
available in the Stormwater Capital Projects Fund for the Drainage Improvement Projects programmable project. Prior to an expenditure being
incurred, the Transportation & Public Works Department has the responsibility of verifying the availability of funds.
