AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND IN THE
AMOUNT OF (A) $1,636,363.63, SUBJECT TO RECEIPT OF A GRANT FROM
THE DEPARTMENT OF HOMELAND SECURITY - FEDERAL EMERGENCY
MANAGEMENT AGENCY, AND (B) WITH $163,636.37 AS A TRANSFER FROM
THE EMS FUND TO SATISFY THE CITY'S 10% MATCH REQUIREMENT,
TOTALING $1,800,000.00, FOR THE PURPOSE OF FUNDING THE FISCAL
YEAR 2024 ASSISTANCE TO FIREFIGHTERS GRANT PROGRAM -
OPERATIONS AND SAFETY GRANT; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the
Budget of the City Manager, there shall also be an increase in estimated receipts and appropriations in
the Grants Operating Federal Fund in the amount of (a) $1,636,363.63, subject to receipt of a grant from the
Department of Homeland Security - Federal Emergency Management Agency, and (b) with $163,636.37 as a
transfer from the EMS Fund to satisfy the City's 10% match requirement, totaling $1,800,000.00, for the
purpose of funding the Fiscal Year 2024 Assistance to Firefighters Grant Program - Operations and Safety
Grant.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
he and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Management Agency Under the Fiscal Year 2024 Assistance to Firefighters Grant Program - Operations and Safety Grant, in the Amount of
$1,636,363.63, Authorize Transfer from the Emergency Medical Services Fund to the Transfer Out Account in the Amount of $163,636.37 for the
City's 10% Match Requirement, and Adopt Appropriation Ordinances
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify application for and authorize the execution of a grant agreement with the Department of Homeland Security - Federal Emergency
Management Agency under the Fiscal Year 2024 Assistance to Firefighters Grant Program - Operations and Safety Grant, in the amount of
$1,636,363.63;
2. Authorize transfer from the Emergency Medical Services Fund to the Transfer Out Account in the amount of $163,636.37 for the City's 10%
match requirement;
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in the
amount of (a) $1,636,363.63, subject to receipt of a grant from the Department of Homeland Security - Federal Emergency Management
Agency, and (b) with $163,636.37 as a transfer from the Emergency Medical Services Fund to satisfy the City's 10% match requirement,
totaling $1,800,000.00, for the purpose of funding the Fiscal Year 2024 Assistance to Firefighters Grant Program - Operations and Safety
Grant; and
4. Adopt the attached appropriation ordinance reallocating appropriations in the Emergency Medical Services Fund by decreasing the General
Operating and Maintenance category in the amount of $163,636.37 and increasing the Transfers and Other category by the same
amount, for the purpose of funding the required match for the grant.
DISCUSSION:
The Department of Homeland Security (DHS) - Federal Emergency Management Agency provides Fire Operations and Safety Grants as part of
the Assistance to Firefighters Grant (AFG) Program. These grants are intended to support projects that enhance the safety of the public and
firefighters from fire and related hazards. The DHS recently notified the Fort Worth Fire Department (FWFD) that its application for financial
assistance submitted under the Fiscal Year 2024 AFG Program had been approved in the amount of $1,636,363.63. As a condition of this award,
the City is required to contribute a 10% cost match in the amount of $163,636.37, for a total project cost of $1,800,000.00.
The purpose of this wellness initiative project is to strengthen the safety, preparedness and resiliency of Emergency Medical Service providers at
the Fort Worth Fire Department. This includes initial medical exams, job -related immunizations, annual medical and fitness evaluations, and
behavioral health. This AFG grant will be used to fund health and wellness initiatives for civil -service Fire Department personnel. The
estimated cost for this activity is $1,800,000.00.
Approval of this Mayor and Council Communication will ratify the application for the Fiscal Year 2024 Assistance to Firefighters Grant Program. In
addition to authorizing the acceptance of this award, approval will also authorize transfer of matching funds in the amount of $163,636.37 from the
Emergency Medical Services Fund to the Grants Operating Federal Fund.
Indirect costs are not applicable to this grant. The grant application repository number is GRNT-APPL-0000000157.
The performance period of this grant is anticipated to end September 2027.
This project will serve ALL COUNCIL DISTRICTS.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education:

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the General Operating and Maintenance category within the Emergency Medical
Services Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be available in
the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Fire Department (and Financial Management Services)
will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Fire Department has the
responsibility to validate the availability of funds. This is a reimbursement grant.
