AUTHORIZING APPLICATION FOR AND ACCEPTANCE OF
FISCAL YEAR 2025 HOMELAND SECURITY URBAN AREA SECURITY
INITIATIVE GRANT FROM THE STATE OF TEXAS,
OFFICE OF THE GOVERNOR, PUBLIC SAFETY OFFICE
WHEREAS, the City Council finds it in the best interest of the citizens of the City
of Fort Worth that the following projects (collectively, the" Projects") be operated:
• Urban Area Security Initiative Grant 2981411 - Joint Emergency Operations Center
(JEOC) Sustainment Project in the amount of $664,000.00;
• Urban Area Security Initiative Grant 2981811 - Planning project in the amount of
$90 I,538.00;
• Urban Area Security Initiative Grant 29820 11 - Management and Administration
project in the amount of $150,498.00;
• Urban Area Security Initiative Grant 4570304 - Community Preparedness and
Resiliency in the amount of $440,000.00;
• Urban Area Security Initiative Grant 4128305 - Enhance Intelligence and
Information Sharing project in the amount of $640,000.00;
• Urban Area Security Initiative Grant 4898703 - Arson/ Bomb Squad project in the
amount of $346,343.00;
• Urban Area Security Initiative Grant 4128705 - Special Response Teams project in
the amount of $647,903.00;
• Urban Area Security Initiative Grant 5606201 - Soft Targets Water & Aviation
project in the amount of $221,000.00;
• Urban Area Security Initiative Grant 5605601 - IT Physical Security project in the
amount of $250,000.00 and
• Urban Area Security Initiative Grant 5634901 - Vehicle Access Mitigation and
Threat Prevention project in the amount of $260,000.00.
WHEREAS, the City Council agrees that in the event of loss or misuse of the Office
of the Governor funds, the City Council assures that such funds will be returned to the
Office of the Governor in full; and
WHEREAS, The City Council designates the City Manager, through any Assistant
City Manager, to apply for, accept, reject, alter, or terminate this grant cn behalf of the
City;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS:
THAT the City Council of the City of Fort Worth approves the submission and
acceptance of the grant Projects specified in the Recitals above to the Office of the
Governor, Public Safety Office, Homeland Security Grants Division.

(ALL) Authorize Application for and Acceptance of, if Awarded, the Fiscal Year 2025 Homeland Security Urban Area Security Initiative Grants from
the United States Department of Homeland Security through the State of Texas, Office of the Texas Governor, in the Amount Up to $4,521,282.00,
Approve Execution of All Applicable Grant Contracts, Adopt Resolution and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the application for and acceptance of, if awarded, the Fiscal Year 2025 Homeland Security Grant Program award in the amount up
to $4,521,282.00 from the United States Department of Homeland Security through the State of Texas, Office of the Governor;
2. Authorize execution of all applicable grant contracts;
3. Adopt the attached resolution for acceptance of grant funds in the amount up to $4,521,282.00 and to make assurances as required by the
State of Texas, Office of the Governor, Homeland Security Grants Division; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund, subject
to receipt of the grant, in the amount up to $4,521,282.00 for the purpose of funding the State Homeland Security Program projects specific
to the Urban Area Security Initiative.
DISCUSSION:
The United States Department of Homeland Security (OHS) through the State of Texas, Office of the Governor, awards grants to jurisdictions
across the state to enhance local capabilities to prevent, respond to, and recover from acts of terrorism and natural disasters. The Homeland
Security Grant Program (HSGP) encourages jurisdictions to strengthen local and regional preparedness efforts and to seek benefits
available through cooperative action.
Funding awarded as part of the 2025 Urban Area Security Initiative (UASI) and State Homeland Security Program (SHSP) grants will be
used by Fort Worth public safety and disaster support organizations to maintain and improve the community's capacity to prepare for,
prevent, respond to, and recover from terrorism incidents and other natural disasters. Fort Worth has been offered the opportunity to
participate in the HSGP each year since 2005, receiving over $59,000,000.00 in grant funds to supplement local and regional preparedness
efforts. The Fire Department's Grant Management team coordinates with City departments in the development and implementation of grant
funded projects in the areas of threat assessment, risk reduction, capability sustainment, plan development, public education and training.
The projects are as follows:
1. Urban Area Security Initiative Grant 2981411 - Joint Emergency Operations Center (JEOC) Sustainment project in the amount of
$664,000.00;
2. Urban Area Security Initiative Grant 2981811 - Planning project in the amount of $901,538.00;
3. Urban Area Security Initiative Grant 2982011 - Management and Administration project in the amount of $150,498.00;
4. Urban Area Security Initiative Grant 4570304 - Community Preparedness and Resiliency in the amount of $440,000.00;
5. Urban Area Security Initiative Grant 4128305 - Enhance Intelligence and Information Sharing project in the amount of $640,000.00;
6. Urban Area Security Initiative Grant 4898703 -Arson / Bomb Squad project in the amount of$346,343.00;
7. Urban Area Security Initiative Grant 4128705 - Special Response Teams project in the amount of $647,903.00;
8. Urban Area Security Initiative Grant 5606201 - Soft Targets Water & Aviation project in the amount of $221,000.00;
9. Urban Area Security Initiative Grant 5605601 - Information Technology Physical Security project in the amount of $250,000.00 and
10. Urban Area Security Initiative Grant 5634901 - Vehicle Access Mitigation and Threat Prevention project in the amount of $260,000.00.
Indirect costs are allowable under this program as described in 2 C.F.R. 200.414 and have been requested at the current rate of6.24%. The grant
has no local match requirement.
Department of Homeland Security, Urban Area Security Initiative (UASI) grant funds support the following two employee positions
UASI Planning Grant:
Grant Specialist: 0.4 FTE at $38,000.00 in the Office of Emergency Management
UASI Management and Administration Grant:
Grant Specialist: 1.0 FTE at $97,486.00 in the Grants Unit of the Fort Worth Fire Department (FWFD)
Grants Specialist: 0.6 FTE at $53,012.00 in the Grants Unit of the FWFD
The positions listed above are subject to grant funding availability. In the event of a grant award being decreased or eliminated, the Fort Worth Fire
Department would review programs and services funded by the grants and determine a level of service and staffing that aligns with the available
funding. Alternatives to consider may include staff and program reductions or eliminations. Sustainment of these positions may include transfer to
the general fund or identification of other sources of funding that can be secured.

FISCAL INFORMATION/ CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance,
funds will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Fire Department (and
Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being
incurred, the Fire Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
