REVISING THE SCHEDULE ESTABLISHED BY RESOLUTION 5962-06-2024 FOR
REVIEWING AND UPDATING STRATEGIC PRIORITIES AND GOALS FOR THE
CITY OF FORT WORTH.
WHEREAS, following a planning retreat in 2024, the City Council adopted
Resolution 5962-06-2024, formally adopting five Strategic Priorities — economic
development, community investment, community safety, infrastructure, and responsible
growth — and associated Goals for use in developing the foundation of a common vision
of the future for the City; and
WHEREAS, these Strategic Priorities and Goals are intended to guide City staff on
the City Council aims for budget development, programming, and strategic planning
efforts across the organization; and
WHEREAS, to reflect the fact the Priorities and Goals may require multiple years
to implement and could evolve over time, Resolution 5962-06-2024 directed staff to
present them periodically at City Council retreats for review and update, with the Goals
on an annual cycle and the Strategic Priorities on an every -two -years cadence; and
WHEREAS, based on staff's initial experience working toward implementing the
Priorities and Goals, a recommendation was made at the City Council's December 2025
Council Retreat to revise the review cadence and to revisit the Priorities and Goals together
once every few years with annual reports on implementation efforts; and
WHEREAS, the City Council wishes to revise the schedule established by
Resolution 5962-06-2024 to provide for annual reports and for review and update once
every three years.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS, THAT:
1. The Fort Worth City Council reaffirms its adoption of the Strategic Priorities
and Goals in Exhibit A of Resolution 5962-06-2024, a copy of which is attached hereto;
2. Staff is directed to provide annual updates at the City Council planning retreats
regarding implementation efforts of the Strategic Priorities and Goals; and
3. Staff is further directed to present the Strategic Priorities and Goals for review
and update at the City Council's planning retreat once every three years, with the initial
triennial review to occur at the autumn retreat in 2027.

City Council Strategic Priorities & Goals
1. Economic Development
Create an environment where businesses and individuals have
what they need to thrive. Focus on using data, tools and
partnerships to attract, retain and support businesses in the City.
Goals:
• 1.1 Improve the development process.
• 1.2 Attract & retain corporations & jobs.
. 1.3 Support & develop small businesses.
2. Community Investment
Prioritize redevelopment and enhanced commercial development
efforts with a focus on neighborhood health, connectivity and
opportunity, particularly in underserved areas.
Goals:
. 2.1 Invest in and revitalize neighborhoods, including access to
food & dining options.
• 2.2 Ensure access to affordable housing & address
homelessness.
• 2.3 Focus on commercial & retail development, including
growth corridors and mixed -use development.
. 2.4 Sustain existing community & cultural assets; enhance
recreation & learning opportunities.
3. Community Safety
Build community trust through enhanced transparency,
communication and responsiveness. View safety through a
regional lens, using data and technology to enhance public safety
approaches. Prioritize strategic partnerships, community programs
and infrastructure improvements to ensure safe streets and
neighborhoods.
Goals:
• 3.1 Increase community presence & non-traditional
approaches to enforcement.
• 3.2 Build trust through relationships, education & community
listening.
• 3.3 Ease traffic flow & enhance road safety.
• 3.4 Shorten response times, improve reliability & outcomes of
public safety services
• 3.5 Use modern approaches, data and technology.
• 3.6 Monitor and review the use of CCPD & other funding
sources.
• 3.7 Enhance neighborhood infrastructure including streetlights,
sidewalks & park lighting.
4. Infrastructure
Design and build infrastructure in ways that heighten community
safety and provision of services. Ensure maintenance and
functionality of existing infrastructure.
ROUN Goals:
• 4.1 Ensure funding for & capacity of infrastructure.
• 4.2 Maintain infrastructure & assets on schedule.
• 4.2 Reduce & prevent negative impacts of flooding.
5. Responsible Growth
Proactively plan for growth, using community -driven long-range
plans to guide decisions. Focus on heightening geographic
connectivity, elevating neighborhood and economic prosperity
while ensuring the support of key community partners.
Goals:
• 5.1 Proactively plan for growth.
. 5.2 Enhance connectivity of communities at both
neighborhood & citywide levels.
• 5.3 Prioritize preservation of parks & open space.
. 5.4 Provide opportunities for robust public engagement in all
planning processes.
