I.Call to Order
With a quorum of the board members present, President Flores called the
meeting of the Crime Control and Prevention District (CCPD) Board of Directors to
order at 4:26 p.m., on Tuesday, December 2, 2025, in the City Council Work Session
Room, of the Fort Worth City Hall, 100 Fort Worth Trail, Fort Worth, Texas.
II. Election of Officers
Motion was made by Director Blaylock and second by Director Lauersdorf to
nominate President Flores as President. There were no further nominations.

President Flores was elected President of the CCPD Board of Directors by a vote
of 11-0.
Motion was made by Director Beck and second by Director Hall to nominate Vice
President Nettles as Vice President. There were no further nominations. Vice
President Nettles was elected Vice President of the CCPD Board of Directors by a
vote of 11-0.
Motion was made by Director Crain and seconded by Director Hall that the Fort
Worth City Secretary's Office serve as the Secretary for the CCPD Board. Motion
passed. 11-0.
III.Approval of Meeting Minutes - August 19, 2025, Regular Meeting
Motion was made by Director Blaylock and seconded by Director Hill to approve
the minutes of the August 19, 2025, Regular Meeting. Motion passed 10-0 with
Director Crain off dais.
IV.Written Reports
A. FY2025 41h Quarter Performance Report on Activities and Finances
B. Partners with a Shared Mission Quarterly Update
The reports were for informational purposes. No action by the Board was
required.
V. Staff Reports
A. CCPD Emerging Partners Selection Process (Keith Morris, Police
Department)
Keith Morris, Police Department, provided a staff report.
VI. Discussion and Action Items
A. Consideration of the 2026 CCPD Board Proposed Meeting Calendar
(Assistant City Manager William Johnson)

Motion was made by Vice President Nettles and seconded by Director Peoples to
approve the 2026 CCPD Board Proposed Meeting Calendar. Motion passed 11-0.
B. Consideration of Emerging Partners Program Funding Requests in the
Amount of $314,179.15 (Jaycee Shane, Police Department)
1. Program Grant: Fort Worth Connect ($295,000.00)
2. Development Grant: 4DaBrothers, Inc. ($19,179.15)
Motion was made by Director Peoples and seconded by Vice President Nettles to
approve Emerging Partners Program Funding Requests in the amount of
$314,179.15. Motion passed 11-0.
C. Consideration of Fiscal Year 2025 Budget Amendments and Adjustments
to Balance Funds and Facilitate Year-End Close (Public Hearing)
a. Adjustment - Reallocate $76,676.00 within the Recruitment and
Training Initiative from Savings in the New Officer Training Program to
the Cadet Program
b. Amendment - Increase the Mission Partners After School Program in
the Partners with a Shared Mission Initiative by $196,954.00 and Reduce
the Adjustments Initiative by the Same Amount; and
c. Amendment - Increase the Technology Infrastructure Program in the
Equipment, Technology and Infrastructure Initiative by $414,948.00 and
Reduce the Adjustments Initiative by the Same Amount

Motion was made by Director Hill and second by Director Crain to approve the
Fiscal Year 2025 Budget Amendments and Adjustments to Balance Funds and
Facilitate Year-End Close. Motion passed 11-0.

With no further presentations or discussions, President Flores adjourned the
meeting of the Fort Worth Crime Control and Prevention Board of Directors at 4:49
p.m., on Tuesday, December 2, 2025.
These minutes were approved by the Fort Worth Crime Control and Prevention
