Soul of Sycamore Juneteenth Festival (June 17 - 18, 2023) 2. Tarrant County Harambee Festival (October 6- 7, 2023) 3. Tay Day Festival (October 14, 2023) 4. Kidney Awareness Celebration (April 6, 2024) 5. Soul of Sycamore Juneteenth Festival (June 15, 2024) 6. Tay Day Festival (October 12, 2024) 7. Tarrant County Harambee Festival (October 4- 5, 2024) DISCUSSION: The Park & Recreation Department (PARD) Park Reservation and Festival Equipment Rental Policies establish procedures for reserving parks and rental of various pieces of festival equipment. As part of the annual budget process, the City Council adopts all City fees including parlc reservations and festival equipment rental fees. On June 13, 2023 Councilmember Nettles Office approached the PARD requesting the waiver of certain fees related to the Soul of Sycamore Juneteenth Festival for 2023, which serves to celebrate and honor the Black community and recognize the sacrifices of their enslaved ancestors. Total waiver of fees includes the site reservation fee of $660.00, plus $100.00 for concession fee and $25.00 late fee totaling $785.00 (Permit #33615) for the event held June 17 — 18, 2023 at Sycamore Park. On August 21, 2023, Councilmember Nettles' Office approached the PARD requesting a one-time waiver of festival equipment rental fees for the Tarrant County Black Historical & Genealogical Society, Inc. for their 14th annual Tarrant County Harambee Festival that was held on October 6— 7, 2023 at the William McDonald YMCA located at 2701 Moresby Street in the Renaissance Heights community. Total waiver of festival equipment rental fees was $500.00 (Permit #41806). On September 28, 2023, Councilmember Nettles' Office approached the PARD �rrequesting the waiver of reservation fees related to the Tay Day Festival, forthe 3�d annual community parade and festival dedicated to commemorating the memory of Atatiana Carr-Jefferson. On February 27, 2024, Councilmember Nettles' Office approached the PARD in response to a request from Tarrant County Precinct One requesting the waiver of fees related to the Kidney Awareness Celebration, which serves to raise awareness of kidney health and disease. Total waiver of fees in the amount of $370.00 includes the site reservation fee of $330.00, plus $40.00 for electricity (Permit #37943) for the event held on April 6, 2024 at Evans Plaza. On March 27, 2024, Councilmember Nettles' Office approached the PARD requesting the waiver of reservation fees related to the Soul of Sycamore Juneteenth Festival for 2024. Total waiver of fees is $330.00 (Permit #38231) for the event held on June 15, 2024 at Sycamore Park. On June 24, 2024, Councilmember Nettles' Office approached the PARD requesting a one-time waiver of festival equipment rental fees for the Tarrant County Blacic Historical & Genealogical Society, Inc. for their 15th annual Tarrant County Harambee Festival that was held on October 4- 5, 2024 at the William McDonald YMCA located at 2701 Moresby Street in the Renaissance Heights community. Total waiver of festival equipment rental fees is $625.00 (Permit #41805). On September 13, 2024, Councilmember Nettles' Office approached the PARD requesting the waiver of reservation fees related to Tay Day 2024, forthe 4t�' annual community parade and festival. Total waiver of fees includes the site reservation fee of $500.00 (Permit #41573) for the event held October 12, 2024 at Hillside Park. Through the strategic master plan within the Comprehensive Plan, adopted by the Fort Worth City Council, the COFW supports the celebration of African American Heritage of Near Southeast Fort Worth, and therefore this waiver of fees supports the same public purpose. FISCAL NOTE: The following costs are anticipated to be incurred to implement this Council Proposal: 1. Direct appropriation or expenditure required. $0 2. For the 2023 and 2024 Harambe Festival equipment rentals the estimated (A) number of staff hours (12), (B) average total-employee per-hour cost ($48.94), and (C) staff costs (A�) ($587.28) 3. Total estimated costs (1 + 2) Of the above-identified amount, $587.28 is within currently budgeted resources and $0 would need to be appropriated. Based on the above and the attached financial checklist, the Director of Finance certifies that the approval of this Council Proposal will not require the appropriation of additional funds at this time. CURRENT FINANCIAL IMPACT: Waiver of the above fees will result in a total of $3,260.00 of unrealized revenues. ONGOING FINANCIAL IMPACT: None. This request is for one-time waivers.
