A memorial designation be placed on West Risinger Road at its intersection with Burr Oak Lane
in honor of the memory of Ben and Meg Arbour;
Waive the fee for the application in the amount of $700 and find that the waiver carries out a
public purpose and there are sufficient controls to ensure the public purpose is carried out;
Waive the street topper program requirements to submit names, addresses and signatures of
all abutting property owners concurring with the memorial designation; and
4. Adopt the attached Resolution Authorizing the Honorary Designation on West Risinger Road at
its Intersection with Burr Oak Lane for Ben and Meg Arbour.
DISCUSSION:
It is hereby proposed that a memorial designation be placed on West Risinger Road at its intersection
with Burr Oak Lane, as depicted on the attached map, in honor of the memory of Ben and Meg Arbour.
Ben was born on May 14, 1981 in Baton Rouge, Louisiana and died on November 6, 2020 in Fort
Worth, Texas. He was 39 years old.
Ben married Meg Anderson on July 23, 2003 in Boerne, Texas. Ben and Meg had four wonderful
children, Wesley, Abby, Micah, and Noah. Ben excelled at everything he did: being a loving husband
to Meg and father to his four children, living and witnessing to others his strong Christian faith and his
exceptional knowledge thereof, opening his home and himself to his and his family's many friends as
well as to strangers in need of counseling, guidance or a safe place to stay, passionately pursuing his
academic endeavors, working at his job consistently and tirelessly to deliver outstanding results and
provide for his family, all while displaying a true love of life, true happiness and a wonderful sense of
humor.
Ben was an Eagle Scout and holds a degree in Political Science from Texas A&M University, where he
was a member of the Corps of Cadets Company E-1 as well as Rudder's Rangers, the Ross Volunteers,

the Corps Chaplains and IGNITE Student Ministries. After college, Ben and Meg completed missionary
training with Heart of God Ministries, served for six months as missionaries among an unreached
people group in East Asia and remained passionate about mission and the unreached thereafter.
Ben held a Master of Divinity and Master of Theology from Southwestern Baptist Theological Seminary
and a PhD in Philosophical Theology from the University of Bristol, England. He authored numerous
books and academic articles and spoke at numerous academic conferences.
Meg Arbour was born on April 13, 1981 in Azle, Texas. She passed away on November 6, 2020 in Fort
Worth. She was 39 years old.
Meg's early years were spent in Abilene, Texas. She attended Cornerstone Christian School and Wylie
High School. In 1996, when Meg was a sophomore, the family moved to Eldorado, Texas. She
graduated with honors from Eldorado High School in 1999. She played in the band and was a
cheerleader. While in Eldorado she also became a Certified Nurse's Assistant. She worked at the local
nursing home, was on call for 911 emergencies and even drove the ambulance on occasion when
needed.
Following graduation from high school, Meg pursued a degree in health education with an emphasis in
special education from Texas A&M University. She graduated in 2003. While at Texas A&M she was
involved in IGNITE Student Ministries, teaching Bible studies in dorms. In her sophomore year at A&M
she met Benjamin Arbour on a"Beach Reach" mission trip to Corpus Christi, Texas.
By the time their children were of school age, Meg felt strongly committed to teaching them and
preparing them for life through homeschool. After she began homeschooling, she teamed up with two
other women to create the "Lesson Plan Ladies" home school curriculum. It has helped meet the needs
for many homeschooling parents.
The impact Meg had on so many lives is incredible. She reached out in selfless love to everyone she
met. By reputation, she was sought after for her counsel and prayer support. Dozens of women
considered her their best friend. Meg and Ben were faithful members of Wedgwood Baptist Church.

The street topper program requires a$700 application fee and the submission of names, addresses
and signatures of all abutting property owners concurring with the memorial designation. We propose
that the application fee be waived. We also propose that the requirement for the submission of abutting
property owners' signatures be waived, given the location of the memorial designation and that no
adjacent property owners face West Risinger Road or Burr Oak Lane at this intersection.
By approving this Council Proposal, the City Council will find that the waiver of the application fee meets
a public purpose. Given Ben and Meg Arbour's deep, positive impact on the lives of many Fort Worth
residents and their ongoing legacy that continues to resound throughout our city, the fee waiver is
appropriate and serves a public purpose. If approved, Transportation and Public Works Department
staff will install the streets signs, ensuring that the public purpose is carried out.
LEGALITY:
The Law Department finds that this proposal is legal and within the authority of the City Council.
FISCAL NOTE:
The following costs are anticipated to be incurred to implement this Council Proposal:
1. Direct appropriation or expenditure required: $1,298.81
2. Estimated (A) number of staff hours (6), (B) average total-employee per-hour cost ($27.00),
and (C) staff costs (A x B) ($162.00)
3. Total estimated costs (1 +2)
Of the above-identified amount, $1,460.81 is within currently budgeted resources and $0 would need
to be appropriated.
Based on the above and the attached financial checklist, the Director of Finance certifies that funds are
available in the current operating budget, as previously appropriated for the Transportation and Public
Works Department, of the General Fund to support the approval of the proposed action.

WORTH, TEXAS, THAT:
In recognition of their contributions to the City of Fort Worth, West Risinger Road at its intersection
with Burr Oalc Lane is hereby designated in recognition of Ben and Meg Arbour.
