Phoenix Fest (November 6— 9, 2024) 2. Glencrest Civic League Board Meeting Space (various dates for calendar year 2025) DISCUSSION: The Parlc & Recreation Department (PARD) Parlc Reservation and Festival Equipment Rental Policies establish procedures for reseiving parks and rental of various pieces of festival equipment. As part of the annual budget process, the City Council adopts all City fees including park reseivations and festival equipment rental fees. Additionally, through its Parlc Reservation and Community Center Policies, the PARD grants non- profit groups a fee waiver for the first reservation of each month to host community meetings open to the public so long as there is no paid commercial advertising to publicize the event. Exceptions, as approved by the PARD Director or designee, must complete an agreement with the PARD for meetings, events, programs, or activities occurring more than once per month. Exceptions are reviewed on a case-by- case basis, with consideration for the type of event, amount of time and frequency requested. On March 7, 2025, Councilmember Nettles Office approached the PARD requesting the waiver of certain fees related to the following 2024 and 2025 events: 1. Phoenix Fest, which serves to amplify efforts to improve the Historic Southside, Morningside, and Hillside communities. Total waiver of fees includes the park reservation fees and electricity fees of $2,005.00 (Permit #40731) for the event held on November 6-9, 2024, at Evans Plaza. 2. In accordance with the aforementioned PARD Policies, park reservation fees have been administratively waived for Glencrest Civic League's Community Meetings, which will occur in once per month; in addition to various litter clean up events that align with the City's mission, values, and serves a public puipose.
