It is proposed that the City Council:
1. Authorize the City Manager to initiate a name change for Hillside Community Center, located at 1201 E. Maddox
Avenue, renamin� it Atatiana Carr Jefferson Community Center;
2. Waive the City's facility naming policy and any associated fees for the name change; and
3. Find that the waiver of fees serves a public purpose and that adequate controls are in place.
DISCUSSION:
It is recommended that Hillside Community Center, located at 1201 E. Maddox Avenue, be renamed Atatiana Carr Jefferson
Community Center. Ms. Jefferson tra�ically lost her life on October 12, 2019. Ms. Jefferson's home was located one block
from Hillside Community Center. I
The City of Fort Worth proclaimed October 12, 2021 as Tay Day to honor the life and legacy of Ms. Jefferson on the second
anniversary of her death. That proclamation reads: "The City of Fort Worth stands in solidarity with its residents through
their hardships and �rief followin� the untimely death of Atatiana Jefferson and its impact on the community. It is important
that the City of Fort Worth shows that we care about our residents, that we stand behind them through tragedies, and that we
are willing to take the steps to provide support, especially with families that have lost loved ones in tragic ways. The support
of the city is necessary to show families — especially those who have lost loved ones in tragedies — that they do not stand
alone."
The City's facility naming policy was initially adopted in 1980 (Resolution No. 725) and amended in 2005 (Resolution No.
3253-09-2005). The policy, in part, requires that recommendations for namin� City-owned facilities be submitted to the City
Council with evaluations from the appropriate City department and the City Manager's Office. Deparhnents use different
naming processes consistent with the policy. The Park and Recreation Department has a naming process for parks and park
facilities, which includes additional naming criteria, payment of associated fees, and a recommendation from the Park and
Recreation Advisory Board. The City Council, however, has the final authority to approve facility names with any process
used.
It is recommended that the City's facility namin� policy and the fees associated with this name change be waived. In order to
waive the policy and the associated fees, the City Council makes two findin;s: (1) that the waiver carries out a public
purpose; and (2) that there are sufficient controls in place to ensure the public purpose is carried out. Renaming Hillside
Community Center in honor of Atatiana Carr Jefferson will stand as a tan;ible legacy and reminder to the life she lived, and
waiving the associated fees is appropriate and will serve a public purpose. If approved, the sib age and costs associated with
the renaming will be covered, ensuring that the public purpose is carried out.
