HomeMy WebLinkAbout28164-12-2025 - City Council - OrdinanceOrdinance No.28164-12-2025 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANT OPERATING OTHER FUND, IN AN AMOUNT UP TO (1) $5,000.00, SUBJECT TO RECEIPT OF THE GRANT, FOR THE PURPOSE OF FUNDING THE HAPPY KITCHEN/LA COCINA ALEGRE NUTRITION EDUCATION AT COMO AND FIRE STATION COMMUNITY CENTERS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grant Operating Fund, in an amount up to (1) $5,000.00, subject to the receipt of the grant, for the purpose of funding The Happy Kitchen/La Cocina Alegre Nutrition Education at Como and Fire Station Fort Worth community centers. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. ' erl ��dsle Sheri Endsley District Superintendent City of Fort Worth / Parks and Recreation Addendum To Letter The Happy Kitchen / La Cocina Alegre' Nutrition Education Support Expectations for Expenditures As of October 2025 Award expenditures must be reasonable, necessary, and allowable to ensure proper and efficient compliance with the award. To determine whether an expenditure is reasonable, consider the following questions: o Is it in alignment with the goal and objectives of the curriculum? o Can it be easily justified? Is the quantity necessary? o Is it in compliance with federal, state, and local policies? o Can you demonstrate that the price was comparable to similar items? o Is it transparent (allowing access to information and monitoring and review of purchases)? Award expenditures must be: • Authorized by or not prohibited by federal, state, or local laws and regulations. (For example, the purchase of alcohol is prohibited.) • Applicable to all participating sites: o Assigned cost -to -cost objectives and treated consistently for all work performed by the organization under similar circumstances, regardless of the source of funding, to avoid duplicate charges. o In conformance with limitations and exclusions contained in the terms and conditions of this award. (For example, sites must use vendors that have been vetted and approved by the City of Fort Worth.) Allowable award expenditures include: Produce and ingredient purchases that are: o Outlined in the recipes provided in the curriculum materials o Outlined in the recipe book associated with the curriculum that include spices Plastic/Paper Bags Publicity The grantee and/or awardee shall include mention of Texas Health Community Hope in all press releases, social media and other media concerning the project. Copies of the logo suitable for reproduction are included for your convenience. Reports A complete program and financial report must be provided by April 30, 2026 that details: the dates of the classes, # of attendees per class, # of graduates, amount of funds used per site, a list of the items purchased, program impact and pictures documenting efforts. • A reporting template will be provided to include all expenses incurred related to award, and program impact. Texas Health, at its request, shall have reasonable access to the Awardee Organization's and/or the Community Center's files, records, personnel, and premises for the purposes of making financial audits, verifications, or program evaluations as it deems necessary concerning the award. Authorize acceptance of a grant and execution of a Grant Agreement in the amount of $5,000.00 from Texas Health Community Hope to support The Happy Kitchen/La Cocina Alegre® Nutrition Education at two Fort Worth community centers; and 2. Adopt the attached appropriation and ordination increasing estimated receipts and appropriation in the Grants Operating Other Fund, subject to receipt of the grant, in an amount up to $5,000.00, for the purpose of funding the Happy Kitchen/La Cocina Alegre Nutrition Education Program at Como and Fire Station Comunity Centers. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize the acceptance of a grant and the execution of a grant agreement in the amount of $5,000.00 from Texas Health Community Hope to support The Happy Kitchen/La Cocina Alegre®, a 6-week cooking and nutrition class available in English and Spanish at two Fort Worth community centers. Staff at Texas Health Community Hope reached out to indicate they wanted to provide a grant to provide culturally sustaining cooking and nutrition classes and valuable educational resources to communities facing obstacles accessing fresh, healthy food. The classes are taught by trained peer facilitators who live and work in the communities they serve, and are specifically designed for areas experiencing high rates of food insecurity and for those interested in managing chronic health conditions through nutrition. There was no application process since the request came directly from Texas Health Community Hope. There is no grant application repository number, as the Park & Recreation Department did not apply for these funds. Since no City salaries will be charged, indirect cost recovery does not apply. The work of Texas Health Community Hope is guided by evidence -based practices; and together with the support of partners throughout the community, they work to create an environment that supports health and well-being. Texas Health Community Hope is committed to delivering support through programs and services that help lead to measurable, sustainable community improvements. The organization serves as a catalyst to transform lives by investing in the vision of a healthier future for our communities. Their core belief is "where you live shouldn't play a major role in your health and well-being." Texas Health Community Hope works to proactively address health disparities and the social and environmental conditions that affect overall health through innovative programs, investments, and collaborations to make a difference in the community. Como Community Center and Fire Station Community Center will each receive $2,500.00 to cover the cost of the program. This program serves COUNCIL DISTRICTS 6 & 9. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating Other Fund. The Park & Recreation Department (and Financial Management Services Department) will be responsible for the collection and deposit of funds due to the City. Prior to expenditures being incurred, Park & Recreation has the responsibility to validate the availability of funds. This is an advance grant.
