AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
MUNICIPAL AIRPORT GRANTS FEDERAL FUND IN AN AMOUNT UP TO $1,111,112.00, SUBJECT
TO THE RECEIPT OF THE GRANT, FOR THE PURPOSE OF FUNDING THE DESIGN OF THE
TAXIWAY PAPA FENCE AND ROAD RELOCATION PROJECT AT PEROT FIELD FORT WORTH
ALLIANCE AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in
the Budget of the City Manager, there shall also be increased estimated receipts and appropriations
in the Municipal Airport Grants Federal Fund in an amount up to $1,111,112.00, subject to the receipt of
the grant, for the purpose of funding the design of the Taxiway Papa Fence and Road Relocation project
at Perot Field Fort Worth Alliance Airport.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances
and appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Appropriation Ordinance
RECOMMENDATION:
It is recommended the City Council:
1. Authorize application for and acceptance of an Airport Improvement Program grant, if awarded, from the Federal Aviation Administration in
an amount up to $1,000,000.00 for design of the Taxiway Papa Fence and Road Relocation project at Perot Field Fort Worth Alliance
Airport;
2. Authorize the use of land credits in an amount up to $111,112.00 for the City's in -kind local match of the project costs; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Municipal Airport Grants Federal
Fund in an amount up to $1,111,112.00, subject to the receipt of the grant, for the purpose of funding the design of the Taxiway Papa Fence
and Road Relocation project at Perot Field Fort Worth Alliance Airport.
DISCUSSION:
The Aviation Department is seeking City Council approval to authorize application for and acceptance of an Airport Improvement Program (AIP)
grant, if awarded, from the Federal Aviation Administration (FAA) in an amount up to $1,000,000.00 for design of the Taxiway Papa Fence and
Road Relocation project (Project) at Perot Field Fort Worth Alliance Airport (Airport).
This Project will consist of designing the relocation of the vehicle service road and perimeter security fence on the westside of the Airport (see
attached map). Both the service road and security fence currently reside in the Runway Safety Area (RSA) of Runway 16R-34L, which poses an
operational safety issue.
Originally the service road and security fence were to be relocated during construction of future Taxiway Papa Extension phases; however, with the
uncertain timeline of Taxiway Papa construction due to funding constraints, it has been decided to make this a stand-alone Project.
This Project will also design the mass grading and other necessary earthwork needed for future Phase IV and Phase V of the Taxiway Papa
Extension project, as well as evaluate potential impacts of existing Remote Transmitter Receiver (RTR) power and fiber optic communications
infrastructure.
Existing land credits remaining from land donations at the Airport will be used for the City's in -kind match in an amount up to $111,112.00.
Upon award, the grant will increase funding in the Municipal Airport Grants Federal Fund as shown below:

ADVISORY BOARD APPROVAL: On October 23, 2025, the Aviation Advisory Board voted to recommend the City Council approve application
for and acceptance of this grant.
Since no City salaries will be charged, indirect cost recovery does not apply. The grant repository number is GRNT-APPL-0000000165.
Perot Field Fort Worth Alliance Airport is located in COUNCIL DISTRICT 10.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education:

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current capital budget, as appropriated, in the Muni Airport Grants Federal Fund. The Aviation Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the
Aviation Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
