AN ORDINANCE ADJUSTING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE PARD DEDICATION FEES FUND, IN THE AMOUNT OF $100,000.00, BY
INCREASING APPROPRIATIONS IN THE CRAWFORD "THE SKINNY" PARK
PROJECT (CITY PROJECT NO.105622), AND DECREASING APPROPRIATIONS IN THE
FIRE STATION EXPANSION PROJECT (CITY PROJECT NO. CO2638) BY THE SAME
AMOUNT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That the budget of the City of Fort Worth for Fiscal Year 2024-2025, as enacted by Ordinance 27107-09-2024, as
amended, is hereby further amended to make the following adjustments to estimated receipts and appropriations in the
PARR Dedication Fees Fund, in the amount of $100,000.00, by increasing appropriations in the Crawford "The Skinny"
Park project (City Project No. 105622), and decreasing appropriations in the Fire Station Expansion project (City Project
No. CO2638) by the same amount.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining
portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force
and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other
ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations
are hereby expressly repealed.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the PARD Dedication Fees Fund, in the
amount of $100,000.00, by increasing appropriations in the Crawford Park project (City Project No. 105622), and decreasing appropriations
in the Fire Station Park Expansion project (City Project No. CO2638) by the same amount; and
2. Amend the Fiscal Years 2025-2029 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to adopt an appropriation ordinance in the amount of $100,000.00 for funding of
improvements at Crawford Park to be performed under a Vendor Service Agreement with Site Planning Site Development, Inc. (SPSD) in the
amount of $77,908.75.
Crawford Park is a 0.3 acre multifunctional linear park, dedicated in 2019. It was built in partnership between the City of Fort Worth (City), Near
Southside, Inc. and Stonehawk Capital Partners. The park features a steel pavilion structure, and several smaller trellises for shade. It also
includes an elevated walkway that runs parallel to the businesses located along Bryan Avenue.
The scope of the project includes the removal and replacement of the boardwalk sections, as well as erosion and drainage control throughout the
park.
Fundina Backaround:
Per M&C 22-0241 dated March 29, 2022, the City entered into a funding agreement with Near Southside Arts (NSA) in the amount of
$680,000.00 for improvements at Fire Station Park. After the substantial completion of the Fire Station Park improvements, NSA has reached out
to the City of Fort Worth's Park & Recreation Department to use residuals in the amount of $100,000.00 to fund improvements at Crawford Park.
The project was advertised in Star Telegram on April 16 and 23rd, 2025. The following bids were received on May 22nd

SPSD was selected as the vendor following a procurement which consisted of a Best Value System. Construction of park improvements at
Crawford "The Skinny" Park is expected to begin in September and will last approximately three months.
The park improvements at Crawford Park are estimated to increase the department's annual maintenance cost by $4,000.00 beginning in Fiscal
Year 2026.
Crawford Park is located in COUNCIL DISTRICT 9.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Fire Station Park Expansion project (City Project No. CO2638) within the
PARD Dedication Fees Fund and upon approval of the above recommendation(s) and adoption of the attached appropriation ordinance, funds will
be available in the Crawford "The Skinny" Park project (City Project No. 105622) for the Crawford "The Skinny" Park project. Prior to an
expenditure being incurred, the Park & Recreation Department has the responsibility of verifying the availability of funds.
