AUTHORIZING ACCEPTANCE OF REALLOCATED
FISCAL YEAR 2023 HOMELAND SECURITY URBAN AREA SECURITY
INITIATIVE GRANT FUNDS FROM THE STATE OF TEXAS,
OFFICE OF THE GOVERNOR, PUBLIC SAFETY OFFICE
WHEREAS, in 2023, the Fort Worth City Council authorized application for and
acceptance and appropriation of up to $3,481,874.31 in Homeland Security grants, including
Urban Area Security Initiative (UASI), for twenty named projects (M&C 23-0820;
Resolution 5807-09-2023); and Urban Area Security Initiative Grant — Emergency Medical
Services $263,258.00
WHEREAS, as a result of project savings and revisions in scope, a portion of the
previously authorized funds remains unspent; and
WHEREAS, the City Council has been advised that it may reallocate up to
$595,885.19 in those residual funds for other eligible uses; and
WHEREAS, the City Council finds it in the best interest of the City of Fort Worth
and its residents that the following projects (collectively, the "Projects") be operated in
addition to those previously identified in Resolution 5797-09-2023:
Additional Funds:
• Urban Area Security Initiative Grant 4898701 Arson/Bomb Squad $180,976.00
• Urban Area Security Initiative Grant 4897201 Special Response Team $87,651.19
• Urban Area Security Initiative Grant 4898201 Special Events Emergency Response $64,000.00
New Project:
• Urban Area Security Initiative Grant— Emergency Medical Services $263,258.00;
WHEREAS, the City Council agrees that in the event of loss or misuse of the Office
of the Governor funds, the City Council assures that such funds will be returned to the
Office of the Governor in full; and
WHEREAS, The City Council designates the City Manager, through any Assistant
City Manager, to apply for, accept, reject, alter, or terminate this grant on behalf of the
City;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS:
THAT the City Council of the City of Fort Worth approves the acceptance and
reallocation of funds for the grant Projects specified in the Recitals above to the Office of
the Governor, Public Safety Office, Homeland Security Grants Division.
