PB0022) 1N THE AMOUNT OF $524,160.44 AND DECREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE NEIGHBORHOOD IMPROVEMENT STRATEGY PROGRAMMABLE PROJECT (CITY PROJECT NO. P00080) BY THE SAME AMOUNT, FOR THE PURPOSE OF FUNDING THE CAMP BOWIE BOULEVARD AT BROADMOOR PROJECT (CITY PROJECT NO. 106336); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That the budget of the City of Fort Worth for Fiscal Year 2025-2026, as enacted by Ordinance 27979-09-2025, as amended, is hereby further amended to make the following adjustments to estimated receipts and appropriations in the General Capital Projects Fund, by increasing estimated receipts and appropriations in the Vision Zero Road Safety programable project (City Project No. P130022) in the amount of $524,160.44 and decreasing estimated receipts and appropriations in the Neighborhood Improvement Strategy programmable project (City Project No. P00080) by the same amount, for the purpose of funding the Camp Bowie Boulevard at Broadmoor project (City Project No. 106336). SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the General Capital Projects Fund, by increasing estimated receipts and appropriations in the Vision Zero Road Safety programmable project (City Project No. PB0022) in the amount of $524,160.44, and decreasing estimated receipts and appropriations in the Neighborhood Improvement Strategy programmable project (City Project P00080) by the same amount, for the purpose of funding the Camp Bowie Boulevard at Broadmoor project (City Project No. 106336); and 2. Amend the Fiscal Years 2026-2030 Capital Improvement Program. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to adopt an appropriation ordinance to provide additional funding from eligible PayGo funding in the amount of $524,160.44 for the Camp Bowie Boulevard at Broadmoor Drive Traffic Signal project (City Project No. 106336) and to amend the Fiscal Year 2026-2030 Capital Improvement Program. The City completed a Roadside Safety Assessment (RSA) along Camp Bowie Avenue from Renzel Boulevard to Boston Avenue to identify needed infrastructure improvements along the corridor; this intersection was identified during that assessment. This project was proposed as part of the 2022 Bond Program to improve pedestrian safety, as many Fort Worth ISD students cross Camp Bowie Boulevard during their commute to area schools. This project will improve the safety of the intersection by designing and installing a traffic signal, including pedestrian crossings, closing the median at Boston Avenue to create right -in, right -out access, and updating striping. The action in the M&C will amend the Fiscal Years 2026-2030 Capital Improvement Program as approved in connection with Ordinance 27979-09-2025. This project is included in the 2022 Bond Program. The City's Extendable Commercial Paper (ECP) (M&C 22-0607; Ordinance 25765-08-2022) provides liquidity to support the appropriation. Available resources will be used to make any interim progress payments until the debt is issued. Once debt associated with a project is sold, debt proceeds will reimburse the interim financing source in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance 25515-05-2022). Approval of this M&C will reallocate General Capital Project funds from the Neighborhood Improv. Strat. project (P00080) to Vision Zero(Road Safety)Prog project (PB0022). This is needed to support the Camp Bowie Boulevard at Broadmoor Drive Traffic Signal project (City Project No. 106336) and keep it linked to Vision Zero(Road Safety)Prog project (PB0022). Funding is budgeted in the Neighborhood Improv. Strat. programmable project within the General Capital Projects Fund for the Transportation and Public Works Department for the purpose of funding the Vision Zero(Road Safety)Prog project to fund the Camp Bowie Boulevard at Broadmoor Drive project. This project is located in COUNCIL DISTRICT 3. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are currently available in the Neighborhood Improv. Strat. programmable project within the General Capital Projects Fund, and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the General Capital Projects Fund for the Vision Zero(Road Safety)Prog project. Prior to an expenditure being incurred, the Transportation and Public Works Department has the responsibility of verifying the availability of funds.
