AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
SPECIAL DONATIONS LTD FUND, IN THE AMOUNT OF $50,000.00, FROM
CONTRIBUTIONS FROM OTHERS, UPON RECEIPT OF FUNDS, FOR THE PURPOSE
OF FUNDING THE ANIMAL TRANSPORT PROGRAM FOR THE CODE COMPLIANCE
DEPARTMENT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special
Donations LTD Fund, in the amount of $50,000.00, from Contributions from Others, upon receipt of funds, for
the purpose of funding the Animal Transport Program for the Code Compliance Department.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(ALL) Authorize Acceptance of Donations in the Special Donations LTD Fund in the Amount of $50,000.00 from Contributions from Others to
Support the Animal Transportation Program for the Code Compliance Department and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended by City Council:
1. Authorize acceptance of donations to support the Animal Transportation Program; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Special Donations LTD Fund, in an
amount of $50,000.00, from Contributions from Others, for the purpose of funding the Animal Transportation Program for the Code
Compliance Department.
DISCUSSION:
In November 2025, the Fort Worth Animal Care and Control (FWACC) expanded the Animal Transport Program (ATP). ATP allows the community
and other stakeholders to donate to animal transportation. This donation fund will help offset the operational costs for animal transportation.
The FWACC has had the privilege to receive the generosity of a private entity to fund and provide animal transportation services through January
31, 2026. Through this generosity, in Fiscal Year 2025 1,045 animals have been transported (as of November 19, 2025) and an estimated 300
animals will be transported through the end of the funding term.
This current funding is only secured until January 31, 2026, and it is not expected to continue. Animal transportation is a vital service provided to
FWACC allowing animals to be transported to recognized transfer partners, and communities with a demand for adoptable pets. This service
helps with prioritizing the welfare, safety, and adoptability of an animal. Animal transport helps to address overcrowding of the FWACC facilities
and reduces stress on the animals.
The purpose of this Mayor and Council Communication is for the FWACC to seek authorization to accept donations to secure ongoing and future
transports to sustain the ATP. These funds have been deposited into the Special Donations LTD Fund where they will be directed to allow animal
transports to the designated locations. This request also seeks authorization to appropriate $50,000.00 from Special Donations LTD to ensure
animal transportation does not cease at the end of January 2026.
This authorization aims to secure resources that will directly benefit community and shelter animals. By supporting the Animal Transportation
Program, the City Council continues to support animal welfare and reduce euthanasia rates by safely relocating shelter animals to areas with
higher demand, giving them a better chance at adoption.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies funds are currently available in the Code Compliance Donations project within the Special Donations LTD Fund
and upon approval of the above recommendation and adoption of the attached appropriation ordinance, funds will be available in the Special
Donations LTD Fund for the Animal Transportation Initiative. Prior to an expenditure being incurred, the Code Compliance Department has the
responsibility of verifying the availability of funds.
