HomeMy WebLinkAbout28299-02-2026 - City Council - OrdinanceOrdinance No. 28299-02-2026 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING OTHER FUND, SUBJECT TO RECEIPT OF THE GRANT, IN AN AMOUNT UP TO $250,000.00 PLUS ANY ACCRUED INTEREST FROM CONTRACTUAL AWARD FUNDS IN AN AMOUNT UP TO $5,000.00, BASED ON ACTUAL RECEIPTS, FOR THE PURPOSE OF FUNDING THE CITY OF FORT WORTH'S ANIMAL WELFARE PROGRAMS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Operating Other Fund, subject to receipt of the grant, in an amount up to $250,000.00 plus any accrued interest from contractual award funds in an amount up to $5,000.00, based on actual receipts, for the purpose of funding the City of Fort Worth's Animal Welfare Programs. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27450-02-2025 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize application for, and if awarded, acceptance of, grant funding from various pet focused organizations, including, but not limited to, PetSmart Charities, Inc. in an amount up to $250,000.00 plus any accrued interest from contractual award funds in an amount up to $5,000.00, based on actual receipts, to support the City of Fort Worth's animal welfare programs for Fiscal Year 2026; 2. Authorize execution of related grant agreements with various pet -focused organizations; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund, subject to receipt of the grant, in an amount up to $250,000.00 plus any accrued interest from contractual award funds in an amount up to $5,000.00, based on actual receipts, for the purpose of funding the City of Fort Worth's Animal Welfare Programs. DISCUSSION: The City of Fort Worth's (City) animal shelter seeks out small funding opportunities of various dollar amounts from various pet focused organizations to offset costs associated with animal welfare for the benefit of Fort Worth animal shelter pets. These costs range from medical services, such as vaccinations and sterilization options, to educational programs, like responsible pet ownership and post adoption training. These programs are facilitated by the Animal Welfare Division of the Code Compliance Department. Many of these grants are announced with a very short timeline for the City to submit an application, and there may not be adequate time to obtain approval of an individual Mayor and Council Communication (M&C) before the grant application deadline. In those cases, the City may have to forfeit available grant funds. Furthermore, approval of multiple grants streamlines the administrative process when there are many grants each year. The City of Fort Worth enjoys a productive relationship with various pet friendly organizations such as, but not limited to, PetSmart Charities, Inc., Bissell Pet Foundation, and MuttNation Foundation (Grantor), that includes working together to promote animal welfare through numerous special initiatives for the benefit of Fort Worth animal shelter animals. The grant funds will be made available by the Grantor after both Grantor and the City have signed a Grant Agreement. No budget will be set up for any activity until after a grant award has been received. No City salaries are charged to the grants, so indirect cost recovery is not applicable. There is no matching funds requirement. The Grant Application Repository # is GRNT-APPL0000000152. In the interest of efficiency, the Code Compliance Department is requesting approval of this M&C to facilitate a more expedient turnaround of application and grant or agreement documents. The authority provided by this M&C shall terminate when funding cap is reached. The grants will serve ALL COUNCIL DISTRICTS. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating Other Fund. The Code Compliance Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Code Compliance Department has the responsibility to validate the availability of funds. These are reimbursement and/or advance grants.
