AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS OPERATING OTHER FUND, IN AN AMOUNT UP TO $88,621.00, FOR THE
PURPOSE OF FUNDING PARTICIPATION IN THE UNITED STATES DEPARTMENT OF
JUSTICE DRUG ENFORCEMENT ADMINISTRATION TASK FORCE GROUP FORT
WORTH; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Operating Other Fund,
in an amount up to $88,621.00, for the purpose of funding participation in the United States Department of Justice Drug
Enforcement Administration Task Force Group Fort Worth.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining
portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force
and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other
ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations
are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the execution of a task force agreement and asset forfeiture sharing agreement with the United States Department of Justice Drug
Enforcement Administration for Fiscal Year 2026;
2. Authorize the acceptance of reimbursement funds for overtime expenditures in an amount up to $88,621.00 for participation in the United
States Department of Justice Drug Enforcement Administration Task Force Group Fort Worth for Fiscal Year 2026; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund, in
an amount up to $88,621.00, for the purpose of funding participation in the United States Department of Justice Drug Enforcement
Administration Task Force Group Fort Worth.
DISCUSSION:
The purpose of this Mayor & Council Communication is to ratify the state and local task force agreement and the asset forfeiture sharing
agreement (City Secretary Contract No. (CSC) 64272 and CSC No. 64549) with the United States Department of Justice Drug Enforcement
Administration (DEA) for participation in the DEA Task Force Group Fort Worth (Task Force) and to appropriate reimbursable funds in an amount
up to $88,621.00 for participation in the Task Force. For many years the Fort Worth Police Department (FWPD) has been an active partner in the
United States Department of Justice Drug Enforcement Administration Task Force Group Fort Worth. Under the provisions of 21 USC §873, the
DEA is authorized to enter into cooperative agreements concerning the use and abuse of controlled substances. The Task Force is a joint effort
designed to disrupt illicit drug trafficking in the Fort Worth area. Duties include gathering and reporting intelligence data related to trafficking in
narcotics and dangerous drugs, and conducting undercover operations and traditional investigations to combat drug trafficking and abuse.
Pursuant to the agreement four FWPD officers will be assigned to the Task Force. The City of Fort Worth will receive reimbursement from the DEA
for overtime expenses incurred by assigned officers in support of the Task Force. For Fiscal Year 2026, State and Local overtime reimbursements
are capped at $22,155.25 per officer assigned. The City of Fort Worth will be responsible for officer salaries and associated fringe benefits.
Indirect costs do not apply. There is no required match. There is no grant application repository number, as the Police Department does not apply
for these funds.
This Task Force serves ALL COUNCIL DISTRICTS.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education:

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Other Fund. The Police Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to any expenditure being incurred,
the Police Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
