AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING OTHER FUND, IN THE
AMOUNT OF $4,800.00, SUBJECT TO RECEIPT OF THE GRANT, FOR THE
PURPOSE OF PURCHASING NUTRITION EDUCATION SERVICES AND
SUPPLIES FOR THE EUGENE MCCRAY COMMUNITY CENTER; PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grant
Operating Other Fund, in an amount of $4,800.00, subject to the receipt of the grant, for the purpose of
purchasing nutrition education services and supplies for the Eugene McCray Community Center.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Good for You Healthy Hubs Mini -Grant
Greetings,

We are pleased to inform you that your Healthy Hub has met expectations set forth by our
program. Your commitment to fostering a healthier community has made an impact and we
are thrilled to support your continued efforts. As a result, we are delighted to announce that
your site is eligible for an additional $4,800. This funding is intended to empower your team to
make strategic purchases that will further enhance the effectiveness of your program, ensuring
even greater benefits for those you serve.
While the grant will be provided up front, we kindly ask that the funds be fully utilized within
six months of the award date to maximize their impact. We want to ensure that this
opportunity does not go unspent, allowing your program to continue making meaningful
strides in improving community health.
Expenditures must be reasonable, necessary, and allowable to ensure proper and efficient
performance of the Good for You Program and administration of the award. Expenditures
must be authorized by or not prohibited by federal, state, or local laws and regulations. (For
example, the purchase of alcohol is prohibited.) Expenditures must be applicable to the Good
For You Healthy Hubs Program objectives which is to increase access to healthy, fresh food
for families.
To determine whether an expenditure is reasonable, consider the following questions:
o Does it align with the objectives of the Good For You Healthy Hubs Program?
o Is it necessary for the hub's operation?
o Can it be easily justified?
o Is it in compliance with federal, state, and local policies?
o Can you demonstrate that the price was comparable to similar items?
o Is it transparent?
Allowable expenditures include:
Nutrition education services and Fees
Chef or Educator Fee
Cooking Demonstration or Class
Nutrition Workshop or Activity

vegetables, rice, beans
o Sugary items, sugar -added items, or items deemed non -nutritious are
not approved through the GFY Grant (such as sodas, sugar, chips)

Healthy Hub Program at Eugene McCray Community Center and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize acceptance of a grant award from Texas Health Community Hope in an amount of $4,800.00 to support the Good for You Healthy
Hub program at Eugene McCray Community Center; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriation in the Grants Operating Other Fund, subject to
receipt of the grant, in an amount of $4,800.00 to purchase nutrition education services and supplies for Eugene McCray Community Center.
DISCUSSION:
The purpose of this Mayor and Council Communication is to authorize the acceptance of a grant award from Texas Health Community Hope in the
amount of $4,800.00 to support the Good for You Healthy Hub program at Eugene McCray Community Center. Staff at Texas Health Community
Hope reached out to indicate the City has been awarded a grant to provide nutrition education services and supplies to support the Healthy Hub
program. Services include nutrition workshops, cooking demonstrations, produce bins, mobile shelving, carts, and shelf -stable items. There was
no application process because the communication came directly from Texas Health Community Hope. There is no grant application repository
number, as the Park & Recreation Department did not apply for these funds. Because no City salaries will be charged, indirect cost recovery does
not apply.
The work of Texas Health Community Hope is guided by evidence -based practices; and together, with the support of partners throughout the
community, they work to create an environment that supports health and well-being. Studies have shown that access to healthy food helps create
healthy habits and supports communities in food deserts. Texas Health Community Hope is committed to delivering support through program and
services that help lead to measurable, sustainable community improvements. The organization serves as a catalyst to transform lives by investing
in the vision of a healthier future for our communities. Their core belief is "where you live shouldn't play a major role in your health and well-being."
Texas Health Community Hope works to proactively address health disparities and the social and environmental conditions that affect overall
health through innovative programs, investments, and collaborations to make a difference in the community. Eugene McCray Community Center
will receive $4,800.00 to cover the cost of the program.
This program serves COUNCIL DISTRICT 11.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Other Fund. The Park & Recreation Department (and
Financial Management Services Department) will be responsible for the collection and deposit of funds due to the City. Prior to expenditures
being incurred, Park & Recreation has the responsibility to validate the availability of funds. This is an advance grant.
