AN ORDINANCE ADJUSTING APPROPRIATIONS IN THE 2018 BOND PROGRAM
FUND, BY INCREASING APPROPRIATIONS IN THE BRIDGE REHABILITATION
PROGRAMMABLE PROJECT (CITY PROJECT NO. PB0003) IN THE AMOUNT OF
$90,000.00, AND DECREASING APPROPRIATIONS IN THE WEST FELIX STREET
BRIDGE PROJECT (CITY PROJECT NO. 101385) BY THE SAME AMOUNT, TO
PROVIDE ADDITIONAL FUNDING FOR THE JENNINGS, HENDERSON AND MAIN
STREETS BRIDGE RAILING REHABILITATION PROJECT (CITY PROJECT NO.
102185); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That the budget of the City of Fort Worth for Fiscal Year 2025-2026, as enacted by Ordinance 27979-09-2025, as
amended, is hereby further amended to make the following adjustments to appropriations in the 2018 Bond Program
Fund, by increasing appropriations in the Bridge Rehabilitation programmable project (City Project No. PB0003) in the
amount of $90,000.00, and decreasing appropriations in the West Felix Street Bridge project (City Project No. 10 13 85)
by the same amount, to Provide Additional Funding for the Jennings, Henderson and Main Streets Bridge Railing
Rehabilitation Project (City Project No. 102185).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining
portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force
and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other
ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations
are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance adjusting appropriations in the 2018 Bond Program Fund by increasing appropriations in the
Bridge Rehabilitation programmable project (City Project No. P130003) in the amount of $90,000.00 and decreasing appropriations in
the West Felix Street Bridge project (City Project No. 101385) by the same amount, to provide additional funding for the Jennings,
Henderson and Main Streets Bridge Railing Rehabilitation project (City Project No. 102185); and
2. Amend the Fiscal Years 2026-2030 Capital Improvement Program.
DISCUSSION:
City staff have identified a funding shortfall in the Jennings, Henderson and Main Streets Bridge Rehabilitation project due to the extended project
delivery associated with additional coordination and scope related to the South Main Gateway Underpass project. To fully fund the remaining
design, bid, and award phases of the Jennings, Henderson and Main Streets Bridge Rehabilitation project, staff propose to reallocate available
funds from the West Felix Street Bridge project, which has been completed and is currently in the close-out phase. City staff have confirmed a
$90,000.00 surplus within the 2018 Bond Program Fund from the West Felix Street Bridge project. Sufficient funds will remain in that project to
cover all outstanding purchase orders and close-out costs. Reallocating this surplus will enable the Jennings, Henderson and Main Street Bridge
Rehabilitation project to proceed without delay and without requiring additional bond funding.

Funding associated with this recommended transaction was not included in the Fiscal Year (FY) 2026-2030 Capital Improvement Program (CIP)
plan because the strategy had not been recommended by staff at the time of the CIP plan development. The action in this Mayor & Council
Communication will amend the FY 2026-2030 CIP plan as approved in connection with Ordinance 27979-09-2025.
This project is located in COUNCIL DISTRICT 9.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the W. Felix St Bridge Improvement project within the 2018 Bond Program
Fund, and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the 2018
Bond Program Fund for the Jennings Henderson Main St Br project. Prior to any expenditure being incurred, the Transportation & Public Works
Department has the responsibility to validate the availability of funds.
