' PARKING VIOLATIONS
Purpose
The purpose of this informal report is to provide the Mayor and City Council a brief overview of how
responsibility for front/side yard parking violations was transferred to the Police Department and to present
a coordinated strategy with Code Compliance to address these violations more effectively.
Ordi nance
City ordinance § 22-160 prohibits parking vehicles on unpaved portions of residential front or side yards.
Vehicles must be parked on a driveway or paved surface.
Background / Transfer of Responsibility
Between approximately 2007 and 2009, the Police Department assumed primary responsibility for
enforcing front/side yard parking violations due to a reduction in Code Compliance staffing and a
corresponding increase in police staffing levels. Code Compliance officers are typically on duty from 7:30
am to 4:30 pm; however, front/side yard parking violations often occur after their work hours. Historically,
these complaints were handled by Neighborhood Police Officers (NPOs) rather than patrol officers.
Currently, Code Compliance addresses front/side yard parking violations only when already onsite for a
separate code violation. Complaints received solely for front/side yard parking are forwarded to the
assigned NPO for follow-up.
Reporting Methods
Residents may report parking violations by:
• Calling the Police Department's non -emergency line
• Submitting a report through the MyFW app
Emailing 1234a-fortworthtexas.gov
Call Volume & Impact
In 2025, the Fort Worth Police Department responded to 12,631 parking violation calls for service,
approximately 950 (8%) of which involved potential front/side yard parking violations.

Although these calls are categorized as low priority, each call requires:
• Call -taker intake
• Dispatcher processing
• Officer response time
The data above reflects citywide complaints received through the MyFW app and non -emergency line.
Because officers must prioritize emergency incidents and violent crimes, these complaints often remain
pending for extended periods. This results in service delays, increased call backlog, and negatively
impacts perceived police response performance despite the issue being regulatory rather than criminal in
nature.
Citations Issued
In 2025, FWPD officers issued 402 parking citations for "Parked in Front/Side Yard." Of those, 268
(67%) were issued between 7:30 am and 4:30 pm.
Solution
Assigning sole responsibility for front/side yard parking enforcement to the Police Department has proven
inefficient for both service delivery and resource allocation.
A more effective, coordinated enforcement model between Code Compliance and the Police Department
has been identified and will be implemented. Under this approach, Code Compliance will assume primary
responsibility for enforcing front/side yard parking violations, with support from Neighborhood Police
Officers (NPOs) for violations occurring outside of Code Compliance's operating hours.
Expected Outcomes
• Reduced non -emergency call volume
• Increased patrol availability for priority incidents
• Faster response to quality -of -life complaints
• Improved public perception of service responsiveness

Next Steps
• Coordinate with involved city departments to re-route complaints for front/side yard parking to
Code Compliance
• Code will review methods to gain compliance
• Inform community members and internal stakeholders of changes
• Begin coordinated enforcement in May
