On January 6, 2026, Informal Report 26-0002 briefed Mayor and Council on the Texas Comptroller of Public Accounts Transparency Stars program, which recognizes local governments for their data transparency efforts. At that time, four of six Transparency Stars had been awarded to the City in the areas of Traditional Finances, Debt Obligations, Public Pensions, and Open Government & Compliance. We are pleased to announce that the Contracts and Procurements Transparency Star was awarded to the City on February 18, 2026. The final Transparency Star for Economic Development is anticipated to be submitted to the Comptroller for review no later than March 31, 2026. In addition, we would like to announce the award of the Certification of Investment Policy by the Government Treasurers' Organization of Texas on February 17, 2026. This certification is awarded for a two-year period to organizations developing an investment policy that meets the requirements of the Public Funds Investment Act and the standards for prudent public investing.
