HomeMy WebLinkAbout28284-01-2026 - City Council - OrdinanceOrdinance No.28284-01-2026 ADOPT THE ATTACHED APPROPRIATION ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND, SUBJECT TO RECEIPT OF THE GRANT, IN AN AMOUNT UP TO $220,000.00, FOR THE PURPOSE OF FUNDING COSTS ASSOCIATED WITH THE PURCHASE OF FORENSIC FIREARM EQUIPMENT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Operating Federal Fund, subject to receipt of the grant, in an amount up to $220,000.00, for the purpose of funding costs associated with the purchase of forensic firearm equipment. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize application for, and authorize acceptance of, if awarded, the Paul Coverdell Forensic Sciences Improvement Grant from the United States Department of Justice, Bureau of Justice Assistance, Passed -Through the Office of the Texas Governor, Public Safety Office, Fiscal Year 2027 in an amount up to $220,000.00 to purchase forensic fire arm equipment; 2. Authorize the execution of a related grant agreement with the Office of the Texas Governor, Public Safety Office as the passed -through entity; 3. Adopt the attached Resolution for acceptance of grant funds in an amount up to $220,000.00 and to make assurances as required by the Fiscal Year 2027 Public Safety Office Grant Program; and 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund, subject to receipt of the grant, in an amount up to $220,000.00, for the purpose of funding costs associated with the purchase of forensic fire arm equipment. DISCUSSION: February 12, 2026 is the submission deadline for the Office of the Texas Governor, Public Safety Office, Fiscal Year 2027 Paul Coverdell Forensic Sciences Improvement Grant Program application. An executed Resolution must be submitted with the application for the application to be considered completed and eligible for funding. The purpose of the Fiscal Year 2027 Paul Coverdell Forensic Sciences Improvement Grant Program is to solicit applications for projects that improve the quality and timeliness of forensic science or medical examiners services as well as projects seeking to address emerging forensic science. Funds may only be used to carry out six eligible activities specifically stated in the grant application. If award, the Fort Worth Crime Lab will use the requested funds to address the stated eligible activity #2: Eliminate a backlog in the analysis of forensic science evidence, including, among other things, a backlog with respect to firearms examination, latent prints, impression evidence, toxicology, digital evidence, fire evidence, controlled substances, forensic pathology, questioned documents, and trace evidence by purchasing forensic firearms equipment to improve the efficiency and timelinesss of forensic firearms examinations. The grant period for the Award is from 10/01 /2026 - 09/30/2027. No salaries are being charged to this grant, and therefore indirect cost recovery does not apply. The Grant Application Repository number for tracking purposes is GRNT-APPL-0000000168. Matching funds are not required under the grant. The funding type is reimbursable. The grant will serve ALL COUNCIL DISTRICTS. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Office of the Texas Governor FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Police Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Police Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
