ADOPT THE ATTACHED APPROPRIATION ORDINANCE INCREASING ESTIMATED
RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND IN AMOUNTS
UP TO (1) $97,000.00 SUBJECT TO THE AWARD AND RECEIPT OF GRANT,
AND (2) $25,000.00, AS A TRANSFER FROM THE CRIME CONTROL PREVENTION DISTRICT
FUND THAT WILL BE INCLUDED IN THE FISCAL YEAR 2027 BUDGET TO SATISFY THE CITY'S
MATCH REQUIREMENT, FOR A TOTAL OF AMOUNT UP TO
$122,000.00, FOR THE PURPOSE OF FUNDING THE TEXAS DEPARTMENT OF
TRANSPORTATION FISCAL YEAR 2027 COMMERCIAL MOTOR VEHICLE GRANT
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund in amounts up to (1) $97,000.00 subject to the award and receipt of grant, and (2)
$25,000.00, as a transfer from the Crime Control Prevention District Fund that will be included in the Fiscal
Year 2027 budget to satisfy the City's match requirement, for a total of amount up to $122,000.00, for the
purpose of funding the Texas Department of Transportation Fiscal Year 2027 Commercial Motor Vehicle
Grant.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
Ratify Application for, and authorize acceptance of, if awarded, the Texas Department of Transportation Commercial Motor Vehicle Grant in
Fiscal Year 2027 in an amount up to $122,000.00 from the Texas Department of Transportation;
Authorize the execution of a grant agreement with the Texas Department of Transportation for the Fiscal Year 2027 Commercial Motor
Vehicle Grant;
Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in
amounts up to (1) $97,000.00 subject to the award and receipt of grant, and (2) $25,000.00, as a transfer from the Crime Control Prevention
District Fund that will be included in the Fiscal Year 2027 budget to satisfy the City's match requirement, for a total of amount up to
$122,000.00, for the purpose of funding the Texas Department of Transportation Fiscal Year 2027 Commercial Motor Vehicle Grant.
DISCUSSION:
The Texas Department of Transportation (TXDOT) Commercial Motor Vehicle (CMV) grants are aimed at reducing the number of commercial
motor vehicle crashes, injuries, and fatalities. The TXDOT CMV grant will pay for the overtime hours of the police officers participating in the
program. TXDOT CMV grant activities include enforcement of speed, seatbelts, impaired driving, and intersection traffic control laws.
The total proposed direct program amount for Fiscal Year 2027 is an amount up to $122,000.00, which includes an amount up to $25,000.00 in
match funds. The required minimum amount of matching funds is 20%. Funds will be budgeted for overtime and associated fringe benefits for an
estimated 900 enforcement hours, with an additional estimate of 45 hours for administering the grant.
Match funds will be provided through the Fiscal Year 2027 Crime Prevention Control District budgeting process. Should match funding not be
identified, the grant award would not be accepted.
Indirect costs are allowed and will be accepted at 3.51 % and an estimated cost of $2,582.00. The Grants Application Repository Number is

A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: State
of Texas
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the Fiscal Year 2027 Budget by the City
Council, funds will be available in the Fiscal Year 2027 operating budget, as appropriated, in the Grants Operating Federal Fund. The Police
Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an
expenditure being incurred, the Police Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
