FIRST RENEWAL AND SECOND AMENDMENT TO
FORT WORTH CITY SECRETARY CONTRACT NO. 63455
This First Renewal and Second Amendment to Fort Worth City Secretary Contract No.
63455 ("Agreement") is entered into by and between Othram, Inc. ("Vendor") acting by and
through its duly authorized representative, and City of Fort Worth ("City"), a Texas home -rule
municipal corporation acting by and through its duly authorized Assistant City Manager, each
individually referred as a "Party" and collectively as the "Parties."
WHEREAS, City and Vendor entered into an Agreement identified as Fort Worth City
Secretary Contract No. 63455 beginning June 10, 2025 ("Agreement"). The Agreement provides
for four (4) one-year renewal periods; and
WHEREAS, on October 31, 2025, the Parties agreed to amend the Agreement to increase
the compensation amount from $195,000.00 to $240,000.00; and
WHEREAS, it is the collective desire of the Parties to renew the agreement for the First
renewal option (the "First Renewal Term"); and
WHEREAS, it is the collective desire of the Parties to amend the Agreement to replace
Exhibit A "Scope of Service"; and
WHEREAS, it is the collective desire of the Parties to amend the Agreement to replace
Exhibit B "Payment Schedule" due to increased pricing and to increase the annual compensation
amount by $10,000.00 for a new annual compensation amount up to $250,000.00.
NOW, THEREFORE, the Parties, acting herein through their duly authorized
representatives, enter into the following agreement:
I.
RENEWAL OF AGREEMENT
The Agreement, as amended, is hereby renewed for the first renewal term (the "First
Renewal Term") commencing on June 10, 2026, and ending on June 09, 2027, unless terminated
earlier in accordance with the Agreement.
II.
AMENDMENT TO AGREEMENT
A. The Agreement is hereby amended by replacing Exhibit A, with the attached
Exhibit A ("SCOPE OF SERVICES"), which is incorporated by reference into
the Agreement as if fully set forth therein.

B. The Agreement is hereby amended by replacing Exhibit B, with the attached
Exhibit B ("PAYMENT SCHEDULE"), which is incorporated by reference into
the Agreement as if fully set forth therein.
C. Section 3.1 of the Agreement is hereby deleted and replaced with the following:
3.1 City shall pay Vendor in accordance with the fee schedule in Exhibit
B and in accordance with the provisions of this agreement. Total annual payment
made under this Agreement by City shall not exceed Two Hundred Fifty
Thousand Dollars ($250,000.00).
ALL OTHER TERMS SHALL REMAIN THE SAME
All other provisions of the Agreement, as previously amended, which are not expressly
amended herein shall remain in full force and effect.
IV.
ELECTRONIC SIGNATURE
This First Renewal and Second Amendment may be executed in multiple counterparts, each
of which shall be an original and all of which shall constitute one and the same instrument. A
facsimile copy or computer image, such as a PDF or tiff image, or a signature, shall be treated as and
shall have the same effect as anoriginal.

Scope of Services — Fort Worth Police Department
Background and Capabilities
Othram, an identity inference infrastructure company that converts biological evidence into
legally defensible identity determinations at scale. Othram's laboratory is accredited to ISOJEC
17025:2017 standards by the ANSI National Accreditation Board for Single Nucleotide
Polymorphism (SNP) testing using Massively Parallel Sequencing (MPS)
Othram's Genomic Services offer the following exclusive capabilities:
All laboratory, data analysis and genealogical processes performed in house
Othram is the only genomic services provider that performs every step of the forensic genetic
genealogy process including DNA extraction, SNP profile generation, bioinformatic analysis,
forensic search, genealogical research, and reporting entirely in house. No aspect of the process
is outsourced to ensure the comprehensive data security, quality control, and operational
continuity required for sensitive forensic samples and data.
Exclusive access to the largest collection of DNA profiles consented for forensic genetic
genealogy
As the exclusive forensic partner of FamilyTreeDNA and the owner and exclusive operator of
the DNASolves database, Othram has sole access to the largest collection of DNA profiles
consented for forensic genetic genealogy, maximizing the likelihood of discovering investigative
leads in challenging cases.
Forensic -Grade Genome Sequencing® (FGGS®)
FGGS® is Othram's proprietary sequencing approach, engineered specifically to generate high -
quality SNP profiles from compromised forensic samples. More forensic cases have been solved
using FGGS® than with any other sequencing method, demonstrating its effectiveness and
reliability in real -world casework. FGGS is the only method optimized for search with the
FamilyTreeDNA and DNASolves databases.
Internal Molecular Information Management System (IMIMS) for quality control
Othram's Internal Molecular Information Management System (IMIMS) is a patent -pending and
peer -reviewed system that uses synthetic molecular tags to embed sample -specific metadata
directly into each DNA sample. This enables real-time detection of cross -contamination, sample
swaps, and processing errors. IMIMS is unique to Othram Genomic Services, offering
unparalleled quality assurance and chain -of -custody integrity throughout the Othram next -
generation sequencing workflow.
KinSNPI reference testing
KinSNP® is a rapid, offline SNP -based reference test designed to compare known individuals to
forensic samples without uploading any data to public or third -party databases. Target

kinship testing results. Othram's ISO/lEC 17025:2017 accreditation scope includes pairwise

$195,000.00 Annually for Forensic -Grade Genome Sequencing® Services with Four One -
Year Renewal Options for the Police Department
RECOMMENDATION:
It is recommended that City Council authorize execution of a Sole Source Agreement with Othram,
Inc. in the amount of $195,000.00 annually for Forensic -Grade Genome Sequencing® services with
four one-year renewal options for the Police Department.
DISCUSSION:
The Fort Worth Police Department Cold Case Unit currently has a backlog of nearly 1,100 cases in
which all conventional investigatory leads have been exhausted. Othram, Inc. developed Forensic -
Grade Genome Sequencing® technology bringing advanced genealogical testing to law enforcement
applications. The Forensic -Grade Genome Sequencing® (FGGS®) testing is used by local, state, and
federal law enforcement agencies across the United States and internationally to break through
formerly impenetrable forensic DNA barriers and close previously unsolvable cases. The FGGS®
technology allows access to genetic information from forensic evidence that has failed or is unsuitable
for testing with other labs and lab methods. This includes highly degraded, contaminated, chemically
damaged, and mixed source DNA.
FGGS® will potentially assist Police Department Cold Case detectives in developing and identifying
suspects on cases that have no other leads. This technology provides the highest probability of
solving those cases that have no other chance of resolution and providing closure to the surviving
friends and family of victims. The Othram specialized testing costs an average of $10,000.00 per
test. The Police Cold Case Unit currently has seventeen tests that are ready to be processed.
This Mayor and Council Communication (M&C) requests authorization to execute a Sole Source
Agreement with Othram, Inc. in the amount of $195,000.00 annually, with four (4) one-year renewal
options. Funding is budgeted in the General Operating & Maintenance category in the General Fund
and the State Asset Forfeiture Fund for the Police Department.
DVIN-BE: This project was approved for a waiver per the Chapter 252 exemption, as a sole source by
the Legal Department. Therefore, the business equity goal requirement is not applicable.
ADMINISTRATIVE CHANGE ORDER: An administrative change order or increase may be made by
the City Manager up to the amount allowed by relevant law and the Fort Worth City Code and does
not require specific City Council approval as long as sufficient funds have been appropriated.
AGREEMENT TERM: Upon City Council's approval, the term of the Agreement will become effective
upon City Secretary Contract execution and expire twelve (12) months after.
RENEWAL OPTIONS: The Agreement may be renewed for up to four (4) one-year renewal terms, at
the City's option. This action does not require specific City Council approval provided that the City
Council has appropriated sufficient funds to satisfy the City's obligations during the renewal period.

FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are available in the current operating budget, as previously
appropriated, in the State Asset Forfeiture Fund and in the General Fund, to support the approval of
the above recommendation and execution of the agreement. Prior to an expenditure being incurred,
the Police Department has the responsibility to validate the availability of funds.
