VOICE RADIO AGREEMENT BETWEEN CITY OF FORT WORTH
AND
TEXAS ALCOHOLIC BEVERAGE COMMISSION
The voice radio coverage requirements to meet the area within City of Fort Worth (COFW) jurisdiction
boundaries and areas of mutual aid operations can also provide voice radio coverage for the TEXAS
ALCOHOLIC BEVERAGE COMMISSION (TABC). As a result, there are economies -of -scale
advantages in entering into an agreement to share the acquisition and maintenance of a state -of the -art
electronic infrastructure to support voice radio coverage for both jurisdictions for a twenty-year period
defined as the life of the system.
Based on the above, TABC and COFW enter into a letter of agreement as follows:
1. Installation and maintenance of the voice radio infrastructure will be the responsibility of the
COFW unless otherwise stated in this agreement.
2. TABC will initially acquire one radio for use on the radio infrastructure. System initialization for
TABC will begin when the radio is operational on the system.
3. The COFW will be responsible for reviewing the infrastructure loading. If in the opinion of the
COFW, other entities can be added to the system without adversely affecting active participants
over the life of the system, the COFW reserves the right to enter into a similar agreement with
these entities.
4. TABC will pay the COFW an amount of $1,049.00 for use of the infrastructure of the system.
Payment is due and payable at system initialization defined in 2 above.
5. TABC will pay the COFW a prorated share of the total cost for maintenance of the infrastructure
over the life of the system based on the number of radios. First full year estimated cost is $150.00.
First maintenance infrastructure payments will be due and payable at the time of "use of
infrastructure" payment specified in paragraph 4, with succeeding annual maintenance
infrastructure payments being due and payable on the anniversary date thereafter.
6. The recurring cost in 5 above will be adjusted annually based on actual costs prorated to users of
the system.
7. TABC has the right to discontinue use of the infrastructure and/or radio maintenance support with
ninety -day's written notice prior to the anniversary date. COFW has the right to remove TABC
from the infrastructure for failure to make full payment system costs within ninety days after the
anniversary date or for misuse of the system such as data transfer on the system.
8. TABC will be responsible for all non -infrastructure components of their system such as radios and
consoles and for any special equipment interfaced to the infrastructure such as ID decoding
equipment to include all cost.
9. The City of Fort Worth can provide TABC with two (2) mobile and two (2) portable radios of the
same type used by the City of Fort Worth for the purpose of testing the radio coverage of the
operating area of TABC. By signing this agreement TABC attest that it agrees that the radio
coverage in its operating area is satisfactory. The COFW does not guarantee that radio coverage
will be satisfactory.
10. Telephone interconnect is not available on the Public Safety System and will not be permitted
Private calls will not be allowed if the system is adversely affected
11. The transmission of data communications on the voice radio system will not be allowed.

INTERLOCAL AGREEMENT WITH THE TEXAS ALCOHOLIC BEVERAGE
COMMISSION FOR PARTICIPATION IN THE CITY'S 800 MHZ RADIO SYSTEM
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute an interlocal agreement
with the Texas Alcoholic Beverage Commission (TABC) in order for the TABC to participate in the City
of Fort Worth's two-way radio communication system.
DISCUSSION:
On August 11, 1992, the City Council approved M&C C-13503 authorizing approval of an interlocal
agreement with seven agencies for participation in the 800 MHz trunked radio system. Additionally, the
City Council approved M&C C-16791 on May 26, 1998, adding six agencies to the 800 MHz radio
system. The purpose of the agreements is to share the cost of the infrastructure among the participating
agencies. Each agency is responsible for acquisition of its own radios and radio maintenance.
The cost of access to the system has been set at $1,049 per radio. The cost of the infrastructure
maintenance is currently $150 per radio, per year. The proposed interlocal agreement with the TABC
will contain these standard provisions and will not materially differ from other interlocal agreements
executed for the same purpose, and may be subsequently adjusted based on Fort Worth's cost.
FISCAL INFORMATION/CERTIFICATION:
The Revenue Office of the Department of Finance is responsible for the collection of funds due to the
City of Fort Worth under this contract.
