Pursuant to Section 4(A) and 4(B) and Exhibit A - Budget of Contract No.
587039, the Texas Department of Housing and Community Affairs notifies
CITY OF FORT WORTH that the total amount of
funds for the Comprehensive Energy Assistance Program listed below is
currently available under the conditions specified in the Contract.
Contractor shall not incur costs in excess of the amount which Department has
acknowledged by this Letter of Notification as being available to meet
Contractor's allowable costs.
In consideration of Contractor's satisfactory performance of this contract,
Department shall reimburse Contractor for the actual travel costs incurred
in the amount of:

NOTES:
Administrative costs, salaries, fringe benefits, non -training travel,
equipment, supplies, audit and office space are limited to 5.274% of the
contract expenditures, excluding Training Travel costs.
Case Management costs are limited to 6.328% of the contract expenditures
excluding Training Travel costs. Direct Services Support costs are
limited to 5.00% of total Direct Services expenditures.
Contractor may adjust dollar amounts within the following components at
levels not to exceed 109 of said components: Energy Crisis (may not
exceed 209 of Direct Service Dollars expended), Co -Payment, Elderly
(may not exceed 509 of Direct Service dollars expended), Heating/Cooling
Systems (may not be less than 10% of Direct Service dollars expended), and
Direct Services Support may not exceed 59 of Direct Services dollars expended).
Department's prior written approval for purchase or lease of equipment
with acquisition cost of $500 and over is required. Approval of this
budget does not constitute prior approval.
Funds may not be used for the purchase or improvement of land, or the
purchase, construction, or permanent improvement of any building or facility.
For other than additional funding added to the Allocation Period, Contractor is
limited to only one budget revision during the first 6 months of the Allocation
Period. A second and final budget revision may be considered by the Department
60 days prior to the end of the Allocation Period.
While Contractor may choose to use funds other than "Direct Service Support" to
conduct outreach, documentation of outreach is required. Contractor shall
provide services under all components in this category. Failure to do so may
result in contract termination.

PROGRAM FOR PROGRAM YEAR 1999 AND ADOPTION OF RELATED
APPROPRIATION ORDINANCE
It is recommended that the City Council:
1. Authorize the City Manager to accept a grant from the Texas Department of Housing and
Community Affairs (TDHCA) in the amount of $737,948; and
2. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in
the Grants Fund by $737,948; and
3. Apply indirect cost rates in accordance with the City's Administrative Regulation 3-15 at a rate of
25.52%, which is the most recently approved rate for this department, and apply the new, approved
rate when available.
DISCUSSION:
On December 9, 1997 (M&C G-12079), the City Council approved an anticipated contract amount of
$796,640 with the TDHCA Comprehensive Energy Assistance Program (CEAP). The final contract
award accepted by'City Secretary Contract No. 23755 was in the amount of $692,477.
In July 1998, TDHCA notified the City that its 1998 CEAP allocation had been increased by $1,661,442.
This increase was to address the extreme heat wave and energy crisis that resulted in President
Clinton declaring the entire state of Texas a disaster area. In order to ameliorate these conditions, the
release of emergency Low -Income Home Energy Assistance Program funds were authorized for
administration through the TDHCA. This increase resulted in a total amount of $2,353,919 for the 1998
allocation. The current year (1999) anticipated contract amount is $737,948.
The CEAP for contract year 1999 has six components: 1) Elderly/Disabled, 2) Energy Crisis, 3) Co -
Payment, 4) Heating and Cooling Systems, 5) Direct Service Support and 6) Case Management. The
allocation is being made to address the need of low -to -moderate income households in Tarrant County
who are paying a disproportionate amount of their income to meet the increase in their utility bills that
have resulted from the marked increase in the temperature.
All households at or below 125% of the federal poverty level will be afforded access to the program. All
applicant households will be determined eligible, according to the income guidelines and program
procedures. Benefit determinations include the household's income, the household size, the energy
consumption and/or the vulnerability of the household and the availability of funds. The Parks and
Community Services Department will review all applications at the nine City -operated Neighborhood
Resources Development Program Center facilities. Payments will be made for eligible clients directly to
the utility vendors and heating and cooling system repair companies of Tarrant County.

The administrative cost for 1999 is restricted to a rate of 5.274%, Case Management to a rate of
6.328% and Direct Services Support to a rate of 5%. The remaining funds will be used for
Elderly/Disabled, Co -Payment Assistance and Heating, Cooling Systems and Energy Crisis for the
duration of the contract.
This program is located in all Council Districts.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations and the adoption of
the attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Grants Fund.
