AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
WATER AND SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF $6,839,367.00, FROM
AVAILABLE PAYGO RESIDUALS IN THE WATER AND SEWER CAPITAL PROJECTS FUND,
FOR THE PURPOSE OF FUNDING THE SANITARY SEWER REHABILITATION CONTRACT
124, PROJECT (CITY PROJECT NO. 104909); PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That the budget of the City of Fort Worth for Fiscal Year 2025-2026, as enacted by Ordinance 27979-09-
2025, as amended, is hereby further amended to make the following adjustments by increasing estimated
receipts and appropriations in the Water and Sewer Capital Projects Fund in the amount of $6,839,367.00,
from available PayGo Residuals in the Water and Sewer Capital Projects Fund, for the purpose of funding the
Sanitary Sewer Rehabilitation Contract 124, project (City Project No. 104909).
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize execution of a contract with William J. Schultz, Inc. dba Circle C Construction Company, in the amount of $6,057,466.50 for
Sanitary Sewer Rehabilitation Contract 124 project; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water and Sewer Capital Projects Fund
in the amount of $6,839,367.00, from available PayGo residuals within the Water and Sewer Capital Projects Fund, for the purpose of
funding the Sanitary Sewer Rehabilitation Contract 124, project (City Project No. 104909) and to effect a portion of Water's contribution to
the Fiscal Years 2026-2030 Capital Improvement Program.
DISCUSSION:
This Mayor and Council Communication (M&C) is to authorize execution of a construction contract with William J. Schultz, Inc. dba Circle C
Construction Company, in the amount of $6,057,466.50 for the replacement of deteriorated sanitary sewer cast iron water mains as indicated on
the following streets and easements:

Additionally, asphalt pavement rehabilitation will be conducted on all the roadways curb to curb subsequent to the water and sanitary sewer main
replacement. The project was advertised for bids on December 10, 2025 and December 17, 2025, in the Fort Worth Star -Telegram. On January
22, 2026, the following bids were received:

In addition to the contract amount, $479,026.50 (water: $214,996.75 and sewer: $264,029.75) is required for project management, material
testing, and inspection. Project contingencies are provided in the amount of $302,874.00 (water: $135,236.00 and sewer: $167,638.00).
The sanitary sewer component of this project is part of the Sanitary Sewer Overflow Initiative Program of the Water Department. Approximately
6,622 linear feet of cast iron water and 7,036 linear feet of deteriorated sanitary sewer pipe will be removed and replaced or rehabilitated as part
of this project.
It is the practice of the Water Department to appropriate its Capital Improvement Plan (CIP) plan throughout the Fiscal Year (FY), instead of within
the annual budget ordinance, as projects commence, additional funding needs are identified, and to comply with bond covenants.
Funding is currently available in the Unspecified All -Funds project within the Water & Sewer Capital Projects Fund for the purpose of funding the
SS Rehab Contract 124 project.

The project is located in COUNCIL DISTRICT 9.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the Unspecified All -Funds project within the W&S Capital Projects Fund and upon
approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the W&S Capital Projects
Fund for the SS Rehab Contract 124 project to support the execution of the construction contract. Prior to an expenditure being incurred, the
Water Department has the responsibility of verifying the availability of funds.
