AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING STATE FUND IN
AN AMOUNT UP TO $175,000.00 FOR THE PURPOSE OF FUNDING THE FISCAL
YEAR 2026 FIRST RESPONDERS MENTAL HEALTH GRANT; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the
Budget of the City Manager, there shall also be an increase in estimated receipts and appropriations in the
Grants Operating State Fund in an amount up to $175,000.00 for the purpose of funding the Fiscal Year 2026
First Responders Mental Health Grant.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

SUBJECT
(ALL) Ratify Acceptance of Award from the Office of the Governor, Criminal Justice Division, First Responders Mental Health Grant to Occur in
Fiscal Year 2026 in an Amount Up to $175,000.00 and Adopt Appropriation Ordinances
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify acceptance of the awarded Fiscal Year 2026 First Responders Mental Health Grant from the Office of the Governor, Criminal Justice
Division, in an amount up to $175,000.00;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating State Fund in
an amount up to $175,000.00 for the purpose of funding the Fiscal Year 2026 First Responders Mental Health Grant;
3. Adopt the attached appropriation ordinance decreasing estimated receipts and appropriations in the Grants Operating Federal Fund in the
amount of $200,000.00 for the purpose of funding the Fiscal Year 2026 First Responders Mental Health Grant; and
4. Adopt the attached appropriation ordinance decreasing estimated receipts and appropriations in the Grants Operating Federal Fund in the
amount of $50,000.00 for grant match, as a transfer from the Crime Control Prevention District that is included in the Fiscal Year 2026
budget for the purpose of funding the Fiscal Year 2026 First Responders Mental Health Grant.
DISCUSSION:
The Council has previously approved the grant application in Mayor and Council Communication (M&C) 25-0176. At the time of M&C submission,
the grant was federally funded, with a required grant match (original request was $200,000.00 in grant funds with a $50,000.00 match). When the
grant was awarded, the Office of the Governor (OOG), Criminal Justice Division, changed this to a state funded award in an amount up to
$175,000.00 with no match requirement. This M&C is requesting ratification of all appropriations from Grants Operating Federal Fund to Grants
Operating State Fund.
Indirect costs are allowed and will be accepted at our allowable rate of 3.51 %. There is no match requirement. This is a reimbursement grant. The
Grant Tracking Application Number is GRNT-APPL-0000000113. Project number 106637.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: State
of Texas
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds
will be available in the current operating budget, as appropriated, in the Grants Operating State Fund. The Police Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Police
Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
