AMENDMENT No .1 CSC No. 64131-A1 TO CITY SECRETARY CONTRACT No. 64131 WHEREAS, the City of Fort Worth (CITY) and Freese and Nichol's Inc, (ENGINEER) made and entered into City Secretary Contract No. 64131, (the CONTRACT) which was authorized by M&C 25-0906 on the 16TH day of September , 2025 in the amount of $ 519,039.00; and WHEREAS, the CONTRACT involves engineering services for the following project: Greenbriar Park, CPN 104950 and Northwest Community Park CPN 106326; and WHEREAS, it has become necessary to execute Amendment No. 1 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in proposal attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $35,688.00 (See Attached Funding Breakdown Sheet, Page -4-) 2. Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $554,727.00. Project Manager ATTACHMENT "A" Scope for Engineering Related Services Greenbriar Park Dam Rehabilitation — Amendment No. 1 The scope set forth herein defines the work to be performed by the ENGINEER in completing the project. Both the CITY and ENGINEER have attempted to clearly define the work to be performed and address the needs of the Project. Task 1 through 9 were previously defined under the original contract. The purpose of Amendment 1 is to amend the original contract by including additional effort for design of the walking trail extension, including the trail sections that will be integrated into the new spillway and dam section, and to add agency coordination services as part of the Aquatic Resource Relocation Plan (ARRP). The additional walking trail effort will be added to Task 5 as part of production of the Design Documents, and the ARRP coordination will be added to Task 6. OBJECTIVE Greenbriar Park Dam (TX09625) impounds water (Greenbrier Park Lake) on a tributary of Sycamore Creek (FEMA identifies this as Stream Sc6) in Fort Worth, Texas. The Greenbriar Park Lake includes an existing concrete -paved walking trail that extends around most of the lake perimeter. The walking trail approaches the section of the park roadway that functions as the Greenbriar Park Dam where it has a terminus on both sides of the lake, since there is no pathway along the dam roadway to complete the trail loop. As part of the dam spillway replacement, the CITY has asked the ENGINEER to include a concrete -paved trail section that completes the trail loop. This additional trail section will involve widening the effective dam width, to include the trail pavement and associated guardrails and handrails, shifting the spillway upstream. A portion of the new trail will be supported on the proposed culvert for the spillway replacement, but fill will need to be placed to extend the trail sections away from the spillway, where they will tie into the existing trail terminuses. For the ARRP coordination, the CITY has asked the ENGINEER to facilitate coordination with Texas Parks and Wildlife Department for any fish relocation associated with the dredging of the entire lake. This work is beyond the original contract scope, which only included efforts for a mussel survey and mussel relocation impacting only the small area of the lake impacted by the spillway replacement. WORK TO BE PERFORMED TASK 5. DESIGN DOCUMENTS 5.1 Construction Drawinas Drawings prepared in AutoCAD for the dam rehabilitation, including the upstream slope armoring, auxiliary spillway replacement, principal spillway modifications, and downstream overtopping protection will also include sheets to depict the size, type, configuration, and requirements for extension of the park walking trail to complete the trail loop, as requested by the CITY. The trail extension will include the addition of at least 2 addition sheets to drawing set. The drawings depicting the trail will be based City of Fort Worth, Texas Attachment A PMO Release Date: 07/23/2012 Page 1 of 22 on the survey of the immediate project area provided by a subconsultant and will be coordinated with the technical specifications so that items of work and materials are covered in the specifications and compatible with notes on the drawings. 5.3 Opinion of Probable Construction Costs (OPCC) and Construction Schedule The designed trail extension will be added to the bid schedule of construction items, with quantities estimated and calculated based on drawings and unit pricing based on FNI's records and published construction cost data as appropriate. The trail extension will be included as part of the OPCC in general conformance with a Class 3 estimate as described by AACE International cost estimating guidelines, and the estimated construction schedule will account for anticipated work items associated with the trail. 5.4 Design Report 1. The prepared design report will summarize the design objective, criteria, assumptions, analysis, results, and design decisions for the trail extension. DELIVERABLES Construction drawings, OPCC, and the design report will reflect design of the trail extension at the 60%, 90%, and 100% levels. TASK 6. ENVIRONMENTAL SERVICES 6.3 Aquatic Organism Relocation Coordination 1. FNI will coordinate with TPWD to confirm applicable requirements for the fish relocation and any associated ARRP documentation, review, approval, or concurrence needed prior to dredging. Coordination will include communications with TPWD staff to define the anticipated approach, timing constraints, and field implementation needs. 2. Coordinate the fish relocation effort with TPWD and the project team prior to dredging. This will include planning -level coordination of field logistics, schedule, and access for implementation of the relocation effort. 3. One FNI biologist will conduct a one -day site visit to observe site conditions and coordinate field efforts associated with the planned fish relocation. The site visit is intended to support project planning and TPWD fish relocation efforts. 4. FNI will provide routine coordination with the Client and relevant team members to support scheduling and implementation of the ARRP/fish relocation effort prior to dredging.
