AMENDMENT No . 1
TO CITY SECRETARY CONTRACT No. 59609
WHEREAS, the City of Fort Worth (CITY) and AECOM Technical Services,
Inc., (ENGINEER) made and entered into City Secretary Contract No. 59609,
(the CONTRACT) which was authorized by M&C 23-0401 on the 23rd day of May,
2023 in the amount of $ 553,000.00; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
Water and Sanitary Sewer Replacement Contract 2022, WSM-L, CPN
104608; and
WHEREAS, it has become necessary to execute Amendment No. 1 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement, which
amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
engineering services specified in proposal attached hereto and incorporated
herein. The cost to City for the additional design services to be performed
by Engineer totals $65,070.00 (Water).
2.
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $ 618, 070. 00. OFFICIAL RECORD

All other provisions of the Contract, which are not expressly amended
herein, shall remain in full force and effect.

Dear Mr. Norwood:
This request for Additional Services is necessary to design a new in -line flow meter in the Diamond Hill
District Metered Area (DMA) and approximately 1,000 linear feet of 12-inch water line to provide
connection between two pressure planes (Northside 2 and Eastside 2), which were not part of the
original scope of work of the project. The additional work is further described below with a detailed fee
breakdown included as Exhibit A in the attached document.
Task 1: DMA Meter and Additional Waterline
Task 1.1 — New 12" WL Plan/Profile Sheets (1000 LF Addtl WL) — This task will add
additional plan and profile sheets for the new 12-in water line. Approximately 3 sheets will be
prepared at the current scale (1"=40' on 11"X17"), including installation of the pipeline by other
than open cut methods beneath the railroads and culvert.
Task 1.2 — New 8-12" WL (1000 LF) — The previous 60% design plans for WSM-L Sheets 08
through 10 show WL-A as a 12-in line in the eastbound lanes of 38th Street. This water line will
be revised to the needed 8-in — 12-in line to North Main Street.
Task 1.3 — Additional Railroad (BNSF/RR)/TxDOT Coordination/Permitting — Since the 12-
inch water line crosses two railroads, two additional application reviews will be required beyond
the original scope of the project. There will be additional coordination with TxDOT for the new
8-in water line at Main Street since the connection to the existing line on Main Street is within
TxDOT ROW. It is assumed that the City will submit the TxDOT permit through the RULIS
system and AECOM will facilitate with permit process by providing signed drawing/detail sheets
and a utility abandonment letter. This task also includes crossing application fees for two (2)
BNSF applications at approximately $2000 for each review and two (2) UPRR applications at
approximately $2055 for each crossing application review, since these were not included in the
Original Contract. Note these application fees do not include the fees associated with the use
of the railroad company's ROW, which will be separate fees provided by the railroad companies
after approval of the crossing applications to be paid by the City when signing the agreement.
Task 1.4 — Coordination Calls/Meetings — This task is for additional calls/meetings with the
City of Fort Worth Metering group and flow meter/solar panel vendors.
Task 1.5 — Additional DMA Plans/Details — This task is for preparation of the plans, details,
and specifications to design the in -line flow meter to be installed on the 12-inch line, which will
be connected to the advanced metering infrastructure (AMI) system by radio and powered by
batteries with a solar panel. The design includes electrical engineering services to design the
wiring, cabinets, and equipment power, metering and supplying metering information to the
system. The meter is not anticipated to be connected to the overhead power line or need
additional ROW. Per conversations with City Staff, the meter will be connected to a pole
mounted solar panel. A cabinet to house metering components and batteries will be installed on
the pole. No separate SCADA will be provided. A pre -cast vault or manhole is assumed to be
installed to house the meter in the water line. A sump pump will not be provided in the vault.
Task 1.6 — Technical Specification — This task is for the preparation of additional technical
specifications, including additional electrical specifications and a flow meter specification. The

purpose of the specification is to supply power through solar and battery, provide connection to
AMI radio, provide appropriate pole, solar panel, battery, meter, cabinet, wiring, conduit, along
with appropriate cabinet enclosure.
