RECOMMENDATION:
It is proposed that the City Council:
1. Authorize the City Manager to initiate a name change for Northpark YMCA, renaming it Corporal Don
Graves YMCA Community Center;
2. Waive the City's facility naming policy and any associated fees related to the name change; and
3. Find that the waiver of fees serves a public purpose and that adequate controls are in place to ensure that
purpose is carried out.
DISCUSSION:
It is recommended that Northpark YMCA be renamed Corporal Don Graves YMCA Community Center in honor
of Corporal Don Graves, a World War II United States Marine Corps veteran, longtime North Fort Worth resident,
and active community leader whose life reflects extraordinary service to both country and community.
Corporal Graves was born on May 3, 1925, in Detroit, Michigan. Following the attack on Pearl Harbor, he
attempted to enlist in the United States Marine Corps at the age of 16 but was turned away due to his age. Shortly
after turning 17, with parental consent, he enlisted and shipped to Marine Corps boot camp at Camp Pendleton in
Oceanside, California on August 17, 1942. He later served with D Company, 2nd Battalion, 28th Marines, 5th
Marine Division.
In February 1945, Corporal Graves landed on Iwo Jima as part of the third assault wave, carrying a flamethrower
during the initial landings on Green Beach. His battalion was assigned the capture of Mount Suribachi and later
engaged in some of the fiercest combat of the Pacific Theater, including the assault on Hill 362A. Corporal Graves
reached the summit of Mount Suribachi shortly before the second flag raising captured in the iconic photograph
taken during the battle. He continued to serve through the conclusion of the campaign and later prepared with his
division for the planned invasion of Japan, which was ultimately avoided with the end of the war. He was
honorably discharged in early 1946.

Following his military service, Corporal Graves devoted his life to faith, family, and service. After entering the
ministry in 1954, he served more than 32 years in churches across the nation. After retiring from ministry, he
moved to Texas to be closer to family and resides in North Fort Worth. He remains actively involved in the
community, regularly sharing his experiences with students, churches, and civic organizations. He and his wife
of 72 years raised four children together. Corporal Graves can be found every single morning at a local diner in
North Fort Worth, which not only keeps his seat reserved, but also has a dedicated mural to honor him. Corporal
Don Graves can routinely be found at events across North Texas, where he leads crowds in the singing of either
the National Anthem or God Bless America; his most recent performance was at the Fort Worth Stock Show and
Rodeo in February 2026, where at 100 years old, he had the entire crowd on their feet as they sang along with
him.
The City's facility naming policy, originally adopted in 1980 and amended in 2005, establishes procedures and
criteria for naming City -owned facilities. While departments and partner organizations may have additional
processes or associated fees, the City Council retains final authority over facility naming decisions.
It is recommended that the City Council waive the facility naming policy requirements and any associated fees
for this renaming. To do so, the City Council must find that the waiver serves a public purpose and that adequate
controls are in place to ensure that purpose is carried out. Renaming Northpark YMCA as the Corporal Don
Graves YMCA Community Center will serve as a lasting tribute to a World War II veteran and Fort Worth icon
whose life exemplifies courage, sacrifice, and lifelong service. Waiving the associated fees is appropriate and
directly supports this public purpose. If approved, signage and costs associated with the renaming will be
addressed to ensure the public purpose is fully realized.

The following costs are anticipated to be incurred to implement this Council Proposal:
1. Direct appropriation or expenditure required: $9,860.00, see attached quote from Signs PQ LLC.
2. Estimated (A) number of staff hours (0) multiplied by (B) average total -employee per -hour cost
($0.00) equals (C) staff costs: $0.00
3. Total estimated costs (1 + 2) = $9,860.00
Of the above -identified amount, $9,860.00 is within currently budgeted resources and $0.00 would need to
be appropriated.
Based on the above and the attached financial checklist, the Director of Finance certifies that the approval of
this Council Proposal will not require the appropriation of additional funds at this time.
CURRENT FINANCIAL IMPACT:
The waiver of the above fees will result in a total of $450.00 of unrealized revenues.
ONGOING FINANCIAL IMPACT:
None.

We take pride in precision, but the final examination for accuracy is the Customer's responsibility. Before approving, please
examine all proofs carefully for the accuracy of the information presented, including spelling, punctuation, numbers, graphics,
colors, sizes and general layout. However, if we should make an error in producing the work as proof, please be assured that
we will redo the work as quickly as possible and without charge to you.
Sizing & Measurements: Measurements given to Signs PQ LLC, from the Customer are deemed to be accurate and all art will
be sized accordingly. Proofs will include all sizes given to the Vendor from the Customer. Any variance (+/-) will be the
responsibility of the customer in the case of reprints or repairs.
Vendor's Liability: Vendor's total liability is hereby expressly limited to the services indicated on the invoice and Vendor will
not be liable for any subsequent damages, consequential damages, or otherwise. All dates promised on this invoice are
approximations unless the word "firm" is written and acknowledged by the Vendor.
Payment: Our normal production cycle will not begin until we receive written approval of your estimate and proof, as well as
the required 50% payment deposit. The standard proofing process is composed of an initial layout and two revisions
maximum. This initial design is property of Signs PQ LLC, and cannot be reproduced without our authorization.
Any revisions beyond that are subject to a $40 fee per revision or $75 per hour in design time. We cannot accept changes or
approvals verbally.

Collection Procedures: Invoices are considered delinquent thirty (30) days from the date that your order is completed. After
the thirtieth day, a late charge of $35.00, together with interest accruing at the rate of 18% per annum or the maximum rate
allowable by law is assessed. The customer shall be liable for all costs related to the collection of delinquent invoices,
including court costs and attorney's fees.
Customer Design Approval: The customer shall approve either personally or through his/her agent(s) and/or employee(s) by
written proof of the final design before the work commences. This approval constitutes acceptance of full responsibility for all
errors, omissions and legal and ethical compliance in the document. Signs PQ LLC. will not accept liability for errors
overlooked at this stage of proofing. Any changes from the previously approved document will be charged extra according to
both time and material.
Customer Acceptance of Work: The customer's acceptance, either personally or through his/her agent(s) and/or employee(s)
of the work ordered shall be deemed as full acceptance. This means that by accepting delivery of the work, the customer
affirms that the work substantially conforms to all expectations.
Loss of Substantially Forgotten Work: If the customer does not take possession of the completed work within thirty (30) days
from notification of completion, then the work will be considered lost or forgotten. The vendor will not be responsible for
further loss. The customer will be billed and is responsible for payment for work that has been completed.
Privacy Statement: We will not share or sell any information that has been gathered during order processing with anyone. We
use our customer information in-house, for the sole purpose of order fulfillment.
Right to use Artwork/Products: We and our affiliates have an unrestricted license to use, display, reproduce, modify, transmit
and distribute information and designs given to us by you to the extent permitted by law. We reserve the right to use photos
of your artwork/products as samples of the work we have completed for use in advertising media including, but not limited
to, our brochures, signage, website, etc. We will not sell images or information given to us by you unless prior written consent
has been given. We also reserve the right to use your printed products for samples or promotional advertising purposes.
Warranty: Unless otherwise stated, all work have 1 (one) year warranty from the date of job completion. By agreeing to a job
and placing the corresponding deposit, the Customer authorizes Signs PQ LLC to perform any adjustments or repairs to the
ongoing work at any time without prior notification before the job is finalized, after which the warranty period starts and any
adjustments or repair needed after will be notified to the Customer before proceeding. We don't provide any warranty for
outdoor real estate signs.
