AMENDMENT No. 1
TO CITY SECRETARY CONTRACT No. 63122
WHEREAS, the City of Fort Worth (CITY) and Teague Nall and Perkins,
Inc., (ENGINEER) made and entered into City Secretary Contract No.63122,
(the CONTRACT) which was administratively authorized on the 18th day of
April, 2025 in the amount of 95,000.00; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
Trail Gap - Mistletoe Bridge to Forest Park CPN 104905; and
WHEREAS, it has become necessary to execute Amendment No. 1 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through
their duly authorized representatives, enter into the following
agreement, which amends the CONTRACT:

Article I of the CONTRACT is amended to include the
additional engineering services specified in proposal attached hereto and
incorporated herein. The cost to City for the additional design services
to be performed by Engineer totals $4.98,535.00.

Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $593,535.00.

All other provisions of the Contract, which are not expressly amended
herein, shall remain in full force and effect.

RECOMMENDATION:
It is recommended that the City Council authorize execution of Amendment No. 1 in the amount of $498,535.00 to
the Engineering Agreement with Teague Nall and Perkins, Inc. (City Secretary Contract No. 63122), for a
revised contract amount of $593,535.00, for construction documents, environmental regulatory permits, bid
assistance and construction administration for the construction of a multi -use trail and two bridges to connect
Forest Park with the Trinity Trail System (City Project No. 104905).
DISCUSSION:
The purpose of this Mayor and City Council Communication (M&C) is to authorize execution of
Amendment No. 1 to an Engineering Agreement with Teague Nall and Perkins, Inc., in the Amount
of $498,535.00 for construction documents, environmental regulatory permits, bid assistance and
construction administration for the construction of a multi -use trail and two bridges that will connect Forest
Park to the Trinity Trail System. This trail will begin on the east side of the Mistletoe Bridge, located south of
West Rosedale Street. The concrete trail will continue along the east side of the Clear Fork Trinity River,
cross over Zoo Creek via two new bridges, and continue along the east side of Zoo Creek into Forest
Park.
On April 18, 2025, the City administratively executed a standard engineering agreement in the amount of
$95,000.00 (CSC No. 63122) to provide a survey, schematic design, initial hydrological study, opinion of
probable cost and coordination with the appropriate stakeholders. This amendment will address the
additional survey, geotechnical investigation, environmental, hydrological studies and final construction
documents for the construction of the trail and two bridges.
This project is included in the 2022 Bond Program. The City's Extendable Commercial Paper (ECP) (M&C
22- 0607; Ordinance 25675-08-2022) provides liquidity to support the appropriation. Available resources
will be used to make any interim progress payments until debt is issued. Once debt associated with a
project is sold, debt proceeds will reimburse the interim financing source in accordance with the statement
expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond
election (Ordinance 25515-05- 2022).
This project is in COUNCIL DISTRICT 9.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Trail Gap Sycamore to Zoo project (City
Project No. 104905) within the 2022 Bond Fund program, and upon approval of the above recommendation.
Before an expenditure is incurred, the Park & Recreation Department is responsible for verifying the availability of
funds.

Additional Professional Services
Patrick:
This letter is to serve as an amendment to our contract agreement for Professional Services associated
with Forest Park Trail. This amendment is for additional services related to the design of two
pedestrian bridges and trail connection to the Fort Worth Zoo. The additional scope of work and
professional fees are as follows:
Proposal and Scope of Work
PART 1 - OVERALL PROJECT DESCRIPTION
This trail will begin on the east side of Mistletoe Bridge, located south of West Rosedale Street. The
trail will continue along the east side of Clear Fork Trinity River, cross over Zoo Creek via two bridges,
continue along the east side of Zoo Creek and end at the Zoo Entrance.
The scope of work to be performed by Teague Nall and Perkins (CONSULTANT) consists of providing
construction documents, environmental regulatory permits, opinions of probable construction costs, bid
assistance and construction administration.
This project shall meet the American Association of State Highway and Transportation Officials
(AASHTO) design guidelines for bicycle facilities and the American with Disabilities Act (ADA).
The improvements consist of:
• Trail paving (10' concrete paved ADA accessible trail)
• Trail structures (two bridges, retaining walls, and drainage headwalls,
etc.)
• Trail wayfinding signs
• 911 location signs (signage every 1/4 mile along trail alignment)
Assumptions:
■ The area of work is as shown in "Exhibit E" attached.
Exclusions:
■ The scope of work generally anticipates items described herein.
■ The construction budget is $1.5 million.
■ The coordination of project team.
■ The bridge on Colonial Parkway.
■ Detailed design of custom bridges.
■ Presentations, documents, or plans for "Special Exceptions," variances, or Zoning
changes required by the architectural or civil design solutions chosen by the Owner.

• Multiple design alternatives beyond those "Submittals" described or significant site
plan revisions following acceptance at each given phase of review documents.

■ Site signage and/or signs for buildings and vehicular circulation.

PART 2 - SCOPE OF SERVICES DESCRIPTION
Basic scope of services will consist of preparation of construction documents (60%, 90%, 100%),
technical specifications, permit assistance, bid assistance and construction administration.
Task 1 - Coordination/Management/Communication
A) CONSULTANT will coordinate with the CITY, including but not limited to the United States
Army Core of Engineers (USACOE), Tarrant Regional Water District (TRWD), Streams and
Valleys and project stakeholders by attending up to six (6) meetings.
B) Attend the following meetings with the CITY to review project, schedule, deliverable, status
reporting, community communication, and construction.
• One (1) project kick-off meeting
• Three (3) construction document review meetings (60%, 90% and 100%)
• One (1) meeting with affected property owners
• One (1) constructability review meeting in the field after 60% plans
C) Provide the CITY with a one -page project status report along with the submittal of monthly
invoices throughout the design and construction of the project.
Task 2 — Survey
CONSULTANT will:
• Research the subject property and all adjoining properties and obtain
copies of plats, easements, and deeds. Prepare a working sketch to
locate property corners and establish existing bound aries/right-of-
way/easement lines.
• Establish horizontal control for the project utilizing GPS RTK
methodology. Horizontal control will be referenced to the Texas State
Plane Coordinate System, NAD-82 (2011), North Central Zone (4202),
and scaled to surface using a surface adjustment factor of 1.00012.
Approximately fifteen (15) control points will be established along the
project corridor.
• Establish vertical control for the project employing differential level
loops. Vertical control will be based on GPS derived ellipsoid heights
utilizing Geoid18 and adjusted to NAVD 88 elevations. Approximately
four (4) benchmarks will be established along the project corridor.
• Provide a topographic/design survey. The survey will consist of locating
all existing features X, Y, and Z, such as water valves, water meters, curb
and gutter, asphalt, sidewalks, fences, driveways, storm and sanitary
sewer manholes with flow line elevations, inlets and storm drain outfalls
with flow line elevations, tops and toes of slope, power poles, mailboxes,
signs, telephone risers, and any other above ground visible features. This
includes healthy trees 8" minimum diameter within a 50' wide corridor
for trail design and nine (9) creek cross sections for flood studies.
• Deliverables will consist of a digital file in dwg containing all features
located in the field, one -foot interval contours and TIN, and a digital file
containing existing boundary right-of-way/easement lines. Other
deliverables will consist of a copy of all field notes and drawings, a
point file of all points located in the survey, and a LandXML file.
Task 3 — Easement Acquisition Assistance
Prepare proposed property/easement acquisition metes and bounds survey maps for temporary
construction easement and permanent trail easement summarizing property/easement/ownership
data and accompanying map(s) indicating location and property boundary/easement limits) for up
to two (2) properties.
Task 4 — Geotechnical Survey
CONSULTANT will coordinate with a sub -consultant to provide a geotechnical report with associated
specifications based on (9) borings. Report will include pavement, retaining wall, footing, foundation,
and bridge abutment recommendations as detailed below:
Subsurface Drilling:
A) Geotechnical will evaluate subsurface conditions with the following borings
• Retaining wall borings
• Shallow trail borings
• Bridge crossing borings
Engineering Report and Recommendation:
B) A geotechnical report will be prepared to present the results of the field and laboratory
data together with analyses of the results and subgrade stabilization recommendations.
Geotechnical will provide a PDF electronic copy of the report. The report will address:
• Plan of borings, boring logs, water level observations, and laboratory test results
• Foundation recommendations for the proposed bridge crossings
• Foundation recommendations for the short retaining walls. Global stability analyses have
not been included for the short retaining walls
• Comments on the presence and effect of expansive soils on slab -on -grade construction
will be provided. Alternative methods of reducing any anticipated shrink/swell
movements associated with expansive clays will be included for slab -on grade
construction
• Pavement subgrade stabilization recommendations.
• Recommendations for site grading and compaction of earthwork will be presented
Task 5 — Construction Documentation
CONSULTANT will deliver construction documents and OPCC at 60%, 90% and 100% milestones,
and technical specifications at 60%, 90% and 100% milestones to the CITY on the dates set before
on project schedule.
Construction documents should include each of the anticipated improvements identified in PROJECT
DESCRIPTION section. Design for all improvements shall follow current CITY design standards, and
AASHTO design guidelines for bicycle facilities unless directed otherwise by CITY.
Besides the anticipated improvements mentioned below, CONSULTANT's construction documents also
contain the following base information:
• Project name, street address, and lot and block description
• Date, scale, north point, and the names, addresses, and telephone numbers of each
property owner and the person preparing the plan
• Location of existing boundary lines and ROW (with proposed property easement
acquisitions marked and with ownership data summary table on each sheet)
• Approximate centerlines of existing water courses and the location of the flood plain;
the approximate location of significant drainage features; and the location of existing
and proposed streets and alleys, driveways, and sidewalks on or adjacent to the lot
• Location of centerlines of overhead and underground utility lines within and adjacent to
the site, and the location of all utilities, utility easements, including the location of utility
poles, generators, and equipment
CONSULTANT's design plans shall be suitable for use in 22-inch x 34-inch and 1 1-inch x 17- inch
format with black and white line work and with screened -back black and white (gray -tone) aerial
photo background in the overall site plan. CONSULTANT shall provide CITY with PDF files at each
milestone submittal and CAD files at final construction set submittal.
CONSULTANT shall, at request of CITY, transmit to CITY electronic copies of CONSULTANT work
product components including data, photos, images, text, designs, and cost opinions for project -related
use by CITY including project budgeting and project coordination communication.
After each milestone review (60, 90, 100%), CONSULTANT shall update construction documents and
OPCC incorporating input from CITY and provide formal response to the comments.
A) Construction Documents
CONSULTANT's construction drawings will consist of the following sheets, in order shown below:
• Cover sheet
• Summary of quantities
• Overall site plan (with references to plan sheets)
• Tree protection and tree removal (tree removal schedule and tree protection fence
locations
• Site demolition
• Layout and materials plans (trail center line station number coordinate point schedule,
locations of other improvements, materials call out, general dimensions of improvements
and landscape buffers)
• Grading plans (1 foot interval contour lines with spot elevations at critical places)
• Plan enlargements and trail profile sections
• Bridge and retaining wall layout plans
• Bridge design
CONSULTANT will prepare structural calculations and construction plans for two (2) proposed bridges.
The bridges shall be prefabricated steel truss with a 10' wide trail. Structural improvements are not
anticipated other than the pedestrian bridges spanning the creeks, associated abutments, and
retaining walls adjacent to the trail as necessary. Bridge design will consist of:
• Bridge plan and profile sheets
• Bridge foundation modification plans, consisting of:
o Proposed bridge abutments
o Proposed anchor bolts
o Proposed wingwall modifications
o Proposed approach slab and/or connection to proposed trails
o Proposed railings at pedestrian bridge approach
o Proposed bridge performance specifications
o Proposed retaining wall design
The 100% construction drawings will consist of a sealed and signed construction document package
(both hardcopy and electronic version) for bid. CONSULTANT shall incorporate any remaining
comments from CITY regarding 90% construction document package before the final submittal of
100% package.
B) Cost Estimates
CONSULTANT shall provide an OPCC at each of the delivery milestones as described above. The
opinion of probable construction cost shall be based on the quantities indicated on the CONSULTANT
plans and on unit prices current at the time of the cost opinion preparation. Because the CONSULTANT
does not control the cost of labor, materials, equipment or services furnished by others, methods of
determining prices, or competitive bidding or market conditions, any opinions rendered as to costs,
including but not limited to opinions as to the costs of construction and materials, shall be made on the
basis of TNP experience and represent its judgment as an experienced and qualified professional,
familiar with the industry. CONSULTANT cannot and does not guarantee that proposals, bids or actual
costs will not vary from its opinions of cost.
Task 6 — Environmental Studv
CONSULTANT will contract with a sub -consultant to provide an Environmental Investigation for the
project. This item will include a report that will provide site information and delineation for a proposed
bridge. Due to the age of the park approaching 50 years old an archeological assessment and
cultural resource assessment will also be provided to ensure the project's compliance with ACT and
NHPA Section 106 requirements and coordination with the Texas Historical Commission. Not included
are items directly related to Categorical Exclusions (CE) as related to TxDOT. Environmental study
shall include the following documentation:
A) Coordination/Administration and Quality Assurance/Quality Control Sub -consultant shall be
responsible for directing and coordinating activities associated with the environmental
services, including necessary coordination with local, state and federal agencies.
Appropriate communication will be maintained between CONSULTANT and the CITY.
CONSULTANT shall conduct quality assurance/quality control reviews for all draft and final
deliverables throughout the duration of the project.
B) Technical Reports
The purpose of this task is to prepare resource agency coordination requests and technical reports for
resources that require additional assessment as defined by agency requirements. The documentation
and technical reports shall be submitted to appropriate agencies and revised in accordance with
comments received. It is anticipated that the following technical reports will be necessary to
environmentally clear the project:
• Archeological Resources Background Study
• Biological Resource Deliverables:
o Species Analysis Spreadsheet (pdf and the Macro -enabled Excel file)
o Species Analysis Form (pdf)
o USFWS IPaC Official Species List with the access date in the filename (pdf)
o TPWD RTEST with the access date in the filename (pdf)
o NDD figure and Element Occurrence Records with access date in the filename
(pdf)
o All supporting documents in a single pdf — includes project location, topo,
aerial(s), EMST, Observed Veg, EMST/Veg Impacts table, photos, a complete
species impact table that includes SGCNs that were assessed, soils report, etc.
o EMST Excel spreadsheet
• Water Resource Deliverables
o Surface Water Analysis Form
o Delineation Report
o Section 404/10 Impacts Form
• Hazardous Materials Initial Site Assessment
• Historic Resources Project Coordination Request

C) Historic Resources Survey and Reporting:
The applicability of this task will be determined after completion of the Historic Resources Project
Coordination Request Technical Report. Per the stipulations of the 2015 Programmatic Agreement
Among the Federal Highway Administration, the Texas Department of Transportation, the Texas State
Historic Preservation Officer, and the Advisory Council on Historic Preservation Regarding the
Implementation of Transportation Undertakings, proposed improvements have the potential to affect
historic properties. Therefore, a historic resources survey may be required. If required sub -consultant
historians would conduct a reconnaissance -level historic resources survey. The historic resources survey
would include an assessment of the effects the proposed project may have on any properties
determined to be eligible for NRHP listing. The historic resources survey would be conducted in
accordance with Documentation Standards for Reconnaissance Surveys and would include
preparation of a research design. This scope includes documentation of up to 25 historic -age
resources.
D) Environmental Permits and Issues. Environmental permits, issues, and design sheets shall be
prepared and submitted and revised in accordance with comments received.
Task 7 — Water Resources
CONSULTANT shall perform a drainage study to evaluate the potential impacts the proposed trails
will have on the Zoo Creek Oxbow and Trinity River. This will generally involve the following tasks:
Drainage Services shall include the following:
A. DRAINAGE STUDY
• Hydrologic Model — Determine the contributing drainage areas for Zoo Creek watershed and
compute the SCS unit hydrograph hydrologic parameters associated with the drainage areas
(area, weighted curve number, time of concentration and rainfall intensity). Compute the
anticipated pre -project storm water runoff for the watershed.
• Changes in Discharges — Revise the hydrologic model routing to reflect the proposed trail and
bridge locations to estimate the anticipated post -project storm water runoff for the watershed.
• Hydraulic Model — Update the cross-section data in the hydraulic model for the sections that
cross the property. Contour data from the topographic survey of the Project site will be used
to generate updated cross-section data.
• Water Surface Comparison - Compute the expected 100-year flood elevations along the
oxbow, particularly at potential locations for the pedestrian bridges. The computed
floodplain elevations will be compared to the Base Flood Elevations (BFEs) of the existing
hydraulic model.
• Bridge Crossings — Evaluate up to two pedestrian bridge crossings along the oxbow to
determine the impacts to the water surface elevations and velocities for the 1, 5, and 100-
year storm events.
• Report — Compile the above information into a report.
• Drainage Study Submission — The Study will be submitted to the City of Fort Worth and
appropriate forms will be completed. CONSULTANT will address City comments and
resubmit the report through Drainage Study acceptance.
B. FLOOD STUDY
CONSULTANT will perform a floodplain analysis of the oxbow as appropriate for the phase. The
analysis will be performed in accordance with City of Fort Worth Standards and the minimum
requirements of the National Flood Insurance Program (NFIP) as administered by the Federal
Emergency Management Agency (FEMA). CONSULTANT will perform the following tasks associated
with the floodplain analysis:
• Utilize existing hydraulic model and hydraulic work map(s) for the oxbow as available.
• Update the cross-section data in the hydraulic model associated with the project location.
Contour data from the topographic survey of the Project site will be used to generate updated
cross-section data.
• Compute the expected 100-year flood elevations along the oxbow, particularly at potential
locations for the pedestrian bridges. The computed floodplain elevations will be compared
to the Base Flood Elevations (BFEs) of the existing hydraulic model.
• Prepare exhibits delineating the existing and revised floodplain.
• Advise CITY of the potential effects of the proposed trail layout on the floodplain on adjacent
properties and recommend changes to the site layout to avoid adverse impacts on the
adjacent properties.
• Prepare a report summarizing the assumptions made, methodologies used, and conclusions
reached in the flood study. The report will provide the technical background data to support
the pedestrian bridge crossings.
C. TRINITY RIVER CORRIDOR DEVELOPMENT PERMIT (CDC Permit)
CONSULTANT shall complete the Trinity River Corridor Development Permit Application, attach all
relevant documents and submit it to NCTCOG. CONSULTANT will address any questions or comments
received from the city related to the permit application. This will generally involve the following tasks:
• Utilize existing CDC model for the Trinity River and revise hydraulic model and to reflect
proposed changes to topography.
• Compute water surface elevations and evaluate changes to valley storage along the Trinity
River to ensure no adverse impacts will occur because of the development.
• Compile the above information into a report and complete the CDC application paperwork.
• Submit application to NCTCOG and address comments until CDC Permit is approved.
D. FLOODPLAIN DEVELOPMENT PERMIT
CONSULTANT shall attend a team meeting with the City Floodplain administrator and complete the
Application for a Floodplain Development Permit, attach all relevant documents and submit them to
the city. CONSULTANT will address any questions or comments until the Floodplain Development
Permit is approved.
E. CONDITIONAL LETTER OF MAP REVISION (CLOMR) (if Necessary)
CONSULTANT will assist CITY in securing a CLOMR from the Federal Emergency Management Agency
(FEMA) that depicts the revised floodplain of the oxbow through the development:
• Attend a pre -development conference with City staff to discuss the proposed project,
proposed changes within the floodplain, and any issues that will need to be addressed in the
CLOMR flood study.
• CITY shall provide CONSULTANT with a copy of Deed or Plat of the property showing the
recording information (e.g., Book/Volume and Page numbers or Document/Instrument number)
and containing the recorder's seal and recording date.
• Prepare a draft public notice describing the proposed revisions to the effective floodplain.
The draft public notice will be included in the CLOMR submittal to FEMA and upon FEMA's
approval of the notice, it will be published in a local newspaper. The cost of publishing the
public notice is not included in this Scope of Services and shall be paid by CITY.
• Submit a draft copy of the CLOMR request package to the City of Fort Worth floodplain
administrator for review prior to submitting to FEMA and revise the information in the CLOMR
submittal per the floodplain administrator's review comments, if any.
• FEMA requires that a review and processing fee be submitted for a map revision and requests
related to modifications of the floodplain limits. The FEMA review fee must be paid by CITY
prior to submitting the CLOMR request and is not included in the base scope of services.
The current FEMA review fee associated with LOMRs of this type (Physical Map Revision Based
on a Bridge, Culvert, Channel, Hydrology, or Combination Thereof) is $6,500. The FEMA
review fees are subject to change.
• Submit the CLOMR request package to FEMA for review and revise the information in the
CLOMR submittal per review comments for FEMA, if any.
F. LETTER OF MAP REVISION (LOMR)
CONSULTANT will assist CITY in securing a LOMR from the Federal Emergency Management Agency
(FEMA) that depicts the revised floodplain of the oxbow through the development:
• Attend a pre -development conference with the City staff to discuss the proposed project,
proposed changes within the oxbow floodplain, and any issues that will need to be addressed
in the LOMR flood study.
• CONSULTANT will obtain a post -construction survey of the project located within the
floodplain. The survey shall be based on North American Vertical Datum of 1988 (NAVD88)
and the Texas State Plane Coordinate System (Grid).
• Update the hydraulic model of the oxbow developed with the relevant Flood Study to reflect
the post -construction topography per the as -built survey data referenced above and
assemble the required technical data to support the proposed LOMR (i.e., flood study report,
hydrologic and hydraulic computer models and associated exhibits).
• CITY shall provide CONSULTANT with a copy of the Deed or Plat of the property showing
the recording information (e.g., Book/Volume and Page numbers or Document/Instrument
number) and containing the recorder's seal and recording date.
• Prepare a draft public notice describing the proposed revisions to the effective floodplain.

Drainage Check List
CITY's Flood Plain division will require a submittal to demonstrate proposed trail's impact on the
drainage pattern of surrounding area.
A) State Accessibility Plan Review: CONSULTANT will prepare submittal paperwork and submit
plans and specifications to a Registered Accessibility Specialist (RAS) to be reviewed in
accordance with the Texas Accessibility Standards (TAS); particularly, the Architectural
Barriers Act.
■ One (1) revision to the plans to respond to any deficiencies in the plans and
specifications identified in the RAS plan review.
■ One (1 ) site visit with the RAS for the final site inspection.
Not included in this item are changes to plan sheets other than those representing deficiencies in the
design identified by the RAS. Fees for the review and inspection will be submitted as a reimbursable
expense.
Upon completion of 100% Plan submittal, the CONSULTANT shall submit plans and specifications to
a Registered Accessibility Specialist (RAS) for review. CONSULTANT will coordinate and shall pay for
TDLR review and final inspection.
Task 8 — Structural Desian
CONSULTANT shall deliver construction documents and OPCC at 60%, 90% and 100% milestones,
and technical specifications at 60%, 90% and 100% milestones to the CITY on the dates set before
on the project schedule. Design shall include structural design, preparation of plans, specifications,
and estimates for two bridges, as well as retaining walls where needed for trail sections.
CONSULTANT's tasks are as follows:
• Coordination with City Engineer, Geotech, Truss Manufacturer, and Civil Site Survey.
• Conduct four (4) meetings with design staff and City Engineers
• Preparation of bridge layouts, typical section, general notes, and truss specifications.
• Bridge abutment plan and details.
• Bridge design calculations.
• Retaining wall P&P layouts
• Total quantities and cost estimates.
Task 9 — Construction Administration
A) Bid and Negotiation
Upon the completion of final construction documents, CONSULTANT shall assist CITY in the selection of
qualified contractors to complete the project. CONSULTANT's tasks are as follows:
• Attend pre -bid meeting in support of the CITY.
• Prepare and submit written responses to bidder requests for information (RFI's).
Preparation of any addenda to the Contract Documents as may be required during the
bidding process.
• Propose and/or evaluate value engineering with respect to cost implications and effect
on quality and/or scope of the work; and
• Evaluation and assessment of bids and prepare the bid tabs.
This task assumes project is bid only once.
B) Construction Administration
• Attend one pre -construction meeting in support of the CITY.
• Review shop drawings and contractor submittals as they relate to the overall site
development and general conformance of the design as set forth by the contract
documents.
• Assist in the review of substitutions, contractor schedule reports and pay requests.
• Attend bi-weekly online meetings (up to 15 meetings) during construction phase of the
project.
• Perform up to three required site visits and provide a written report of each site visit.
• Participate in final walk-through, keep notes, and provide a punch list of construction
items requiring corrective action prior to the contractor's final pay request and CITY's
acceptance.
• Determine and certify substantial completion. Sign and seal Construction Completion
Certification.
Site visits will not be exhaustive or extended to every aspect of Contractor's work, but will be limited
to spot checking, and similar methods of general observation. Based on the site visits, CONSULTANT
will evaluate whether Contractor's work is generally proceeding in accordance with the Contract
Document and keep CITY informed of the general progress of the work.
CONSULTANT will not supervise, direct, or control Contractor's work, and will not have authority to
stop the Work or responsibility for the means, methods, techniques, equipment choice and use,
schedules, or procedures of construction selected by Contractor, for safety programs incident to
Contractor's work, or for failure of Contractor to comply with laws. CONSULTANT does not guarantee
Contractor's performance and has no responsibility for Contractor's failure to perform in accordance
with the Contract Documents.
CONSULTANT is not responsible for any duties assigned to it in the construction contract that are not
expressly provided for in this Agreement.
Task 10 -Miscellaneous
TAS./TDLR COORDINATION: CONSULTANT will prepare submittal paperwork and submit plans and
specifications to a Registered Accessibility Specialist (RAS) to be reviewed in accordance with the
Texas Accessibility Standards (TAS); particularly, the Architectural Barriers Act.
Included in this item:
One (1) revision to the plans to respond to any deficiencies in the plans and specifications identified

PROJECT RECORD DRAWINGS: CONSULTANT will provide the city with accurate Record Drawings
with the as -built changes noted with the date and signature of the Engineer. Provide drawings in PDF
and in AutoCAD (.dwg format) to the City Inspector and PARD staff. The page size shall be 22" x 34"
with a minimum resolution of 300 dpi. The PDFs shall be free from objectionable background, rotated
properly, and stored in a separate digital format labeled with the project name, project number,
date, and the CONSULTANT's name.
REIMBURSABLE EXPENSES: Items such as prints, plots, photocopies, plans, or documents on CD, DVD or
memory devices, and mileage shall be included as an extra on a time and expense basis. Application,
review, and filing fees are not included in this item. Any permit fees, filing fees, or other fees related
to the project and paid on behalf of the client by TNP to other entities shall be invoiced at 1.10 times
actual cost.
