AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
MUNICIPAL AIRPORTS GRANT FEDERAL FUND IN AN AMOUNT UP TO $11,500,000.00, FROM FUNDS
RECEIVED THROUGH THE SALE OF PEROT FIELD FORT WORTH ALLIANCE AIRPORT NOISE LANDS
AND THE INTEREST EARNED THROUGHOUT THE YEAR, FOR THE PURPOSE OF CREATING A
BUDGET IN THE PEROT FIELD FORT WORTH ALLIANCE AIRPORT NOISE LANDS PROCEEDS AND
CAPITAL INVESTMENTS PROGRAMMABLE PROJECT (CITY PROJECT NO. PG0001) FOR THE FISCAL
YEAR 2026; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Municipal Airports Grant Federal Fund in an amount up to $11,500,000.00, from funds received through the sale
of Perot Field Fort Worth Alliance Airport Noise Lands and the interest earned throughout the year, for the
purpose of creating a budget in the Perot Field Fort Worth Alliance Airport Noise Lands Proceeds and Capital
Investments programmable project (City Project No. PG0001) for the Fiscal Year 2026.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for
any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in direct
conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Municipal Airports Grant Federal Fund in an amount up to $11,500,000.00, from funds received through the sale of Perot Field Fort Worth Alliance
Airport Noise Lands and the interest earned throughout the year, for the purpose of creating a budget in the Perot Field Fort Worth Alliance Airport
Noise Lands Proceeds and Capital Investments programmable project (City Project No. PG0001) for the Fiscal Year 2026.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is the Aviation Department is seeking City Council approval to establish a budget
in Perot Field Fort Worth Alliance Airport Noise Lands Proceeds and Capital Investments programmable project (City Project No. PG0001) in the
Municipal Airports Grant Federal Fund Fiscal Year 2026 in an amount up to $11,500,000.00, from funds received through the potential sale of
Perot Field Fort Worth Alliance Airport Noise Lands and the interest earned throughout the year.
On October 22, 2025 the Aviation Department and Financial Management Services established Perot Field Fort Worth Alliance Airport Noise
Lands Proceeds and Capital Investments programmable project (Project) in the Municipal Airports Grant Federal Fund for the purpose of adhering
to the Federal Aviation Administration's mandate to deposit the sale proceeds of the Perot Field Fort Worth Alliance Airport Noise Lands sold in a
dedicated and separate interest -bearing account where the funds are not to be commingled with other funds. Sale proceeds are to be reinvested
into Federal Aviation Administration Airport Improvement Program eligible projects at Perot Field Fort Worth Alliance Airport, after receiving
approval for said project from the Federal Aviation Administration.
It is expected that at least two sales are pending for Perot Field Fort Worth Alliance Airport Noise Land Properties in Fiscal Year 2026.
Sales proceeds will be deposited in the Perot Field Fort Worth Alliance Airport Noise Land Disposition Proceeds account within the project as
they are received. Interest earnings will be deposited into the Interest Earnings account within the project monthly.
No expenses will be directly applied to this project, as there will be child projects created for specific Airport Improvement Program eligible capital
projects, for which funding will be allocated through proper M&C prior to any funds being established in the child project.
This project is located in COUNCIL DISTRICT 10.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Muni Airport Grant Federal Fund within the AFW Noise Lnds Prcds/Cap
Invest programmable project to support the approval of the above recommendation and adoption of the attached appropriation ordinance. Prior to
any appropriations to child projects, the Aviation Department has the responsibility to validate the availability of funds.
