HomeMy WebLinkAbout28421-04-2026 - City Council - OrdinanceOrdinance No. 28421-04-2026 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE MUNICIPAL AIRPORT FUND IN AN AMOUNT OF $166,900.00, FROM AVAILABLE NET POSITION, FOR THE PURPOSE OF TRANSFERRING TO THE MUNICIPAL AIRPORT CAPITAL PROJECTS FUND; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the Budget of the City Manager, there shall also be increasing estimated receipts and appropriations in the Municipal Airport Fund in an amount of $166,900.00, from available net position, for the purpose of transferring to the Municipal Airport Capital Projects Fund. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Municipal Airport Fund in an amount of $166,900.00, from available net position, for the purpose of transferring to the Municipal Airport Capital Projects Fund; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Municipal Airport Capital Projects Fund in an amount of $166,900.00, transferred from the Municipal Airport Fund, for the purpose of funding the Aviation Real Property Facilities Maintenance Programmable project (City Project No. P00010); and 3. Amend the Fiscal Year 2026 Adopted Budget and Fiscal Years 2026-2030 Capital Improvement Program. The purpose of this Mayor and Council Communication (M&C) is to recommend that the City Council adopt appropriation ordinance increasing estimated receipts and appropriation in the Municipal Airport Fund in the amount of $166,900.00, from available net position for the purpose of transferring to the Municipal Airport Capital Projects Fund for the Aviation Real Property Facilities Maintenance programmable project (Project) at Fort Worth Meacham International Airport (Airport) to be used for the roof replacement of Airport T-Hangar 19S, and other general maintenance repairs of Aviation owned facilities at the Airport. The hangar was built in 1969, and the roof appears to be original to the building and has outlived its useful life. The T-Hangar facilities are roof - only leases, therefore the City of Fort Worth is responsible for complete roof replacements. T-Hangar 19S is currently occupied by 10 tenants, generating an annual revenue of $54,000.00. Funding for this project was not included in the Fiscal Year (FY) 2026-2030 Capital Improvement Program, however due to recent storms the roof replacement is now a priority to avoid further damage. The action in this M&C will amend the FY2026-2030 Capital Improvement Program as approved in connection with Ordinance 27979-09-2025. Funding is available for appropriation in the net position of the Municipal Airport Fund for the purpose of transferring to the Municipal Airport Capital Projects Fund for the Aviation Real Property Facilities Maintenance programmable project. The available beginning net position balance is $13,178,857.69 the new balance will be $13,011,957.69. Fort Worth Meacham International Airport is located in COUNCIL DISTRICT 2. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are currently available in the Municipal Airport Fund and upon approval of the above recommendation and adoption of the attached appropriation ordinance, funds will be available in the Municipal Airport Capital Proj Fund for the AVI Real Prop Facilities Maint Programmable project. Prior to an expenditure being incurred, the Aviation Department has the responsibility of verifying the availability of funds.
