HomeMy WebLinkAbout28453-04-2026 - City Council - OrdinanceOrdinance No.28453-04-2026 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE ALLIANCE AIRPORT CAPITAL FUND, FROM AVAILABLE FUNDS IN THE TRANSFER FROM AIRPORT ACCOUNT, IN THE AMOUNT OF $269,275.00 FOR THE PURPOSE OF FUNDING A PAVEMENT MANAGEMENT REPORT PROJECT (CITY PROJECT NO. 106895) AT PEROT FIELD FORT WORTH ALLIANCE AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the Budget of the City Manager, there shall also be increasing estimated receipts and appropriations in the Alliance Airport Capital Fund, from available funds in the Transfer from Airport account, in the amount of $269,275.00 for the purpose of funding a Pavement Management Report project (City Project No. 106895) at Perot Field Fort Worth Alliance Airport. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize execution of an Engineering Services Agreement with Jacobs Engineering Group Inc. in an amount up to $269,275.00 for a Pavement Management Report at Perot Field Fort Worth Alliance Airport; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Alliance Airport Capital Fund, from available funds in the Transfer from Airport account, in the amount of $269,275.00 for the purpose of funding a Pavement Management Report project (City Project No. 106895) at Perot Field Fort Worth Alliance Airport; and 3. Amend the Fiscal Years 2026-2030 Capital Improvement Program. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to request City Council approval to authorize execution of an Engineering Services Agreement with Jacobs Engineering Group Inc. (Jacobs) in an amount up to $269,275.00 for a Pavement Management Report (Project) at Perot Field Fort Worth Alliance Airport (Airport). On February 12, 2025 and February 19, 2025, a Request for Qualifications (RFQ) was advertised in the Fort Worth Star -Telegram for future grant - related projects and general airport engineering services at the Airport. On March 13, 2025, six statements of qualifications were received. After analyzing the submitted proposals in accordance with the City of Fort Worth (City) procedures, Jacobs was selected. This Project will consist of performing a pavement condition evaluation to assess the current condition of the pavement at the Airport (see attached map), helping to prioritize maintenance and rehabilitation needs to extend the pavement service life. Along with pavement evaluation, this Project will consist of a Pavement Condition Index (PCI) inspection and update, pavement data analysis, and a final report with summary of findings, recommendations, and estimated costs for repairs. This Project will be funded with a Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grant; however, an award has not yet been received. The FAA has provided written authorization allowing eligible expenses to be incurred in advance of the grant award, with reimbursement to occur after receipt of grant funding. Once the grant is awarded, the funds will be returned to the Alliance Airport Capital Fund. If the grant is not awarded, the funds appropriated through this M&C from the Alliance Airport Capital Fund will remain to cover the Project costs. Funding is available for appropriation in the Unspecified -All Funds project within the Alliance Airport Capital Fund for the purpose of funding the Pavement Management Report project. Funding for this project was included in the Fiscal Year (FY) 2026-2030 Capital Improvement Program (CIP) for year 2026 as FAA grant funding. Accelerated funding is needed for this project due to expected FAA grant funds not yet received. The project amount has changed from $371,111.00 to $269,275.00 due to the estimated project amount being higher than the consultant's actual proposed amount. The action in this M&C will amend the FY2026-2030 CIP as approved in connection with Ordinance 27979-09-2025. Perot Field Fort Worth Alliance Airport is located in COUNCIL DISTRICT 10. A Form 1295 is not required because: This contract will be with a publicly -traded business entity or a wholly -owned subsidiary of a publicly -traded business entity: Jacobs Engineering Group Inc. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are currently available in the UNSPECIFIED - ALL FUNDS project within the Alliance Airport Capital Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the Alliance Airport Capital Fund for the AFW PVMT MGMT RPT FY26 project to support the execution of agreement. Prior to an expenditure being incurred, the Aviation Department has the responsibility to validate the availability of funds.
