This change order adds a new bid item for the replacement of the existing concrete base repair item with high -early -strength (HES) concrete. This modification is necessary to address traffic impacts associated with ongoing construction on S. Hulen Street. Mill and overlay operations require repair of failed base areas prior to placement of the asphalt surface. The originally specified base repair material requires an extended curing time, which prolongs lane closures and contributes to traffic congestion and vehicle backups. The use of HES concrete will allow for accelerated curing, reduce the duration of lane closures, and improve overall traffic operations while minimizing safety risks to the traveling public. Field evaluations conducted during construction have also identified a greater extent of base failure than originally anticipated. Accordingly, the estimated quantity of base repair has been increased to 500 square yards to adequately address these conditions and ensure a stable and durable pavement structure. This change order also adds a new bid item to account for revised traffic control phasing. Modifications to the traffic control plan are necessary to better manage lane closures and maintain mobility along this high -volume corridor. These revisions include adjustments to construction phasing and the incorporation of after-hours work to reduce peak -period impacts, including during critical periods such as school zone operations. The added bid item covers the costs of implementing this revised traffic control approach. Cost: Staff has reviewed the contractor's proposed unit prices and compared them with pricing from recent, comparable projects. Based on this evaluation, the proposed pricing is determined to be fair and reasonable. It is understood and agreed that the acceptance of this Change Order by the contractor constitutes an accord and satisfaction and represents payment in full (both time and money) for all costs arising out of, or incidental to, the above Change Order.
