AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE MUNICIPAL AIRPORT CAPITAL PROJECTS FUND IN AN AMOUNT OF
$150,000.00, TRANSFERRED FROM THE MUNICIPAL AIRPORT FUND, FOR THE
PURPOSE OF FUNDING CONSTRUCTION OF THE GATE 1 TURN LANE PROJECT
(CITY PROJECT NO. 104125) AT FORT WORTH MEACHAM
INTERNATIONAL AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the
Budget of the City Manager, there shall also be increasing estimated receipts and appropriations in the
Municipal Airport Capital Projects Fund in an amount of $150,000.00, transferred from the Municipal Airport
Fund, for the purpose of funding construction of the Gate 1 Turn Lane project (City Project No. 104125) at
Fort Worth Meacham International Airport.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Meacham International Airport and Amend the Fiscal Year 2026 Adopted Budget and Fiscal Years 2026-2030 Capital Improvement Program
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Municipal Airport Fund in an amount of
$150,000.00, from available net position, for the purpose of transferring to the Municipal Airport Capital Projects Fund;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Municipal Airport Capital Projects Fund
in an amount of $150,000.00, transferred from the Municipal Airport Fund, for the purpose of funding construction of the Gate 1 Turn Lane
project (City Project No. 104125) at Fort Worth Meacham International Airport; and
3. Amend the Fiscal Year 2026 Adopted Budget and Fiscal Years 2026-2030 Capital Improvement Program.
The purpose of this Mayor and Council Communication (M&C) is to seek approval to appropriate $150,000.00 in the Municipal Airport Capital
Projects Fund for construction of the Gate 1 Turn Lane project (Project) at Fort Worth Meacham International Airport (Airport).
On June 28, 2022, M&C 22-0492 authorized execution of an Engineering Services Agreement with Garver, LLC. (Garver) for design and bidding
support services for the Project.
On November 28, 2023, M&C 23-1012 adopted Resolution 5845-11-2023, authorizing execution of an Advanced Funding Agreement (AFA)
(CSJ#0013-10-092) with the Texas Department of Transportation (TxDOT) and adopted an appropriation ordinance in the amount of $476,000.00
for construction of the Project. If approved, the $150,000.00 being appropriated in this M&C will be used to execute the construction contract,
provide project management, construction phase services, inspections, and material testing.
This Project will consist of constructing a new Right -Hand Turn Lane (Turn Lane) at Gate 1 on the northeast side of the Airport (see attached map).
Gate 1 is where traffic merges off Interstate 820 (1-820) onto US BUS 287/North Main Street (North Main Street) and is the primary access point
for fuel trucks and other large vehicles to enter the Airport. This Turn Lane will increase safety by providing adequate time and space for traffic
exiting 1-820 to slow down and stop at Gate 1 prior to entering the Airport.
Funding is available in the net position of the Aviation Department's Municipal Airport Fund for the purpose of transferring to the Municipal Airport
Capital Projects Fund for construction of the Gate 1 Turn Lane project. Net position beginning balance is $13,182,437.30 and new balance will be
$13,032,437.30 after this M&C.
Funding for this Project was not included in the Fiscal Year (FY) 2026-2030 Capital Improvement Program due to increased costs from the original
estimate, resulting from inflation and increases in the construction market. The action in this M&C will amend the FY2026-2030 Capital
Improvement Program as approved in connection with Ordinance 27979-09-2025.
Fort Worth Meacham International Airport is located in COUNCIL DISTRICT 2.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Municipal Airport Fund and upon approval of the above recommendations
and adoption of the attached appropriation ordinances, funds will be available in the Municipal Airport Capital Proj Fund for the 55FTW Gate 1
Turn Lane Design project. Prior to an expenditure being incurred, the Aviation Department has the responsibility of verifying the availability of
funds.
