HomeMy WebLinkAbout28427-04-2026 - City Council - OrdinanceOrdinance No.28427-04-2026 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE ALLIANCE AIRPORT CAPITAL FUND, FROM AVAILABLE FUNDS IN THE TRANSFER FROM AIRPORT ACCOUNT, IN THE AMOUNT OF $92,300.00 FOR THE PURPOSE OF FUNDING DESIGN OF PHASE II OF THE JOINT RESEAL AND PAVEMENT REPAIR PROJECT (CITY PROJECT NO. 106867) AT PEROT FIELD FORT WORTH ALLIANCE AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the Budget of the City Manager, there shall also be increasing estimated receipts and appropriations in the Alliance Airport Capital Fund, from available funds in the Transfer from Airport account, in the amount of $92,300.00 for the purpose of funding design of Phase II of the Joint Reseal and Pavement Repair project (City Project No. 106867) at Perot Field Fort Worth Alliance Airport. M=101101zIPJ That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Alliance Airport Capital Fund, from available funds in the Transfer from Airport account, in the amount of $92,300.00 for the purpose of funding design of Phase II of the Joint Reseal and Pavement Repair project (City Project No. 106867) at Perot Field Fort Worth Alliance Airport; and 2. Amend the Fiscal Years 2026-2030 Capital Improvement Program. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to seek adoption of an appropriation ordinance in the amount of $92,300.00 for design of Phase II of the Joint Reseal and Pavement Repair project (Project) at Perot Field Fort Worth Alliance Airport (Airport). This Project will consist of resealing joints, miscellaneous pavement repairs, and application of new pavement markings on Runway 16R-34L at the Airport (see attached map). The concrete pavement joints have reached the end of their service life and are in need of replacement. The improvements to the joints and repairs to the concrete will mitigate stormwater run-off from entering the pavement, prolonging the life of the concrete. The application of new pavement markings will ensure uniformity of the markings across the entire runway. This Project will be funded with a Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grant; however, an award has not yet been received. The FAA has provided written authorization allowing eligible expenses to be incurred in advance of the grant award, with reimbursement to occur after receipt of grant funding. Once the grant is awarded, the funds will be returned to the Alliance Airport Capital Fund. If the grant is not awarded, the funds appropriated through this M&C from the Alliance Airport Capital Fund will remain to cover the Project costs. Funding is available for appropriation in the Unspecified -All Funds project within the Alliance Airport Capital Fund for the purpose of funding design of Phase II of the Joint Reseal and Pavement Repair project. Funding for this project was included in the Fiscal Year (FY) 2026-2030 Capital Improvement Program (CIP) for year 2026 as FAA grant funding. Accelerated funding is needed for this project due to expected FAA grant funds not yet received. The action in this M&C will amend the FY2026-2030 CIP as approved in connection with Ordinance 27979-09-2025. Perot Field Fort Worth Alliance Airport is located in COUNCIL DISTRICT 10. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are currently available in the UNSPECIFIED - ALL FUNDS project within the Alliance Airport Capital Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the Alliance Airport Capital Fund for the AFW JOINT RSUPVMT RPR PH II D project. Prior to an expenditure being incurred, the Aviation Department has the responsibility to validate the availability of funds.
