NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS THAT: SECTION 1. In addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the Budget of the City Manager, there shall also be increased estimated appropriations in the Grants Operating Federal Fund, subject to receipt of the grant, in the amount up to $4,521,282.00, for the purpose of funding the State Homeland Security Program projects specific to the Urban Area Security Initiative. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. This ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the application for and acceptance of, if awarded, the Fiscal Year 2026 Homeland Security Grant Program award in the amount up to $4,521,282.00 from the United States Department of Homeland Security through the State of Texas, Office of the Governor; 2. Authorize execution of all applicable grant contracts; 3. Adopt the attached resolution for acceptance of grant funds in the amount up to $4,521,282.00 and to make assurances as required by the State of Texas, Office of the Governor, Homeland Security Grants Division; and 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund, subject to receipt of the grant, in the amount up to $4,521,282.00 for the purpose of funding the State Homeland Security Program projects specific to the Urban Area Security Initiative. DISCUSSION: The United States Department of Homeland Security (DHS), through the State of Texas, Office of the Governor (OOG), Public Safety Office (PSO), administers the Homeland Security Grant Program (HSGP), which includes a suite of risk -based grants to assist local efforts to prevent, respond to, and recover from acts of terrorism and natural disasters. The HSGP consists of individual grant programs, including the State Homeland Security Program (SHSP), Urban Area Security Initiative (UASI), and Operation Stonegarden (OPSG). Fort Worth has participated in the HSGP each year since 2005, receiving over $84,000,000.00 in grant funding to supplement local and regional preparedness efforts. April 30, 2026, is the submission deadline for the Fiscal Year (FY) 2026 HSGP application. An executed Resolution must be submitted with the application for it to be considered complete and eligible for funding. This M&C is seeking authorization to apply, accept, and adopt the resolution and appropriation of funds in the amount of $4,521,282.00 for the UASI grant program, which is designated to enhance regional preparedness and capabilities in designated high -threat, high -density areas. Funding awarded as part of the FY2026 UASI grant will be used by Fort Worth public safety and disaster support organizations to maintain and improve the community's capacity to prepare for, prevent, respond to, and recover from terrorism incidents and other natural disasters. The Fire Department's Grant Management team coordinates the development and implementation of these grant funded projects across City departments, in the areas of threat assessment, risk reduction, capability sustainment, plan development, public education and training. The FY2026 UASI award includes funding for various projects and initiatives, including a dedicated Management and Administration (M&A) component that supports program oversight and grant administration. The following two positions within the Fire Department's Grants Unit are funded by this M&A component. • Grants Specialist (1.0 FTE) - $97,486.00 • Grants Specialist (1.0 FTE) - $91,012.00 Indirect costs are allowable under this program as described in 2 C.F.R. 200.414 and have been requested at the current rate of 6.24%. The grant has no local match requirement. The positions listed above are subject to grant funding availability. In the event of a grant award being decreased or eliminated, the Fort Worth Fire Department would review programs and services funded by the grants and determine a level of service and staffing that aligns with the available funding. Alternatives to consider may include staff and program reductions or eliminations. Sustainment of these positions may include transfer to the general fund or identification of other sources of funding that can be secured. The Fire Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Fire Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
